About this file

This is a certification document from the South Carolina Department of Transportation (SCDOT) addressing conflicts of interest and compliance requirements for contractors and consultants on a Bicycle & Pedestrian Travel Data/Metrics project. The document, effective September 9, 2020, establishes that as a condition precedent to contract execution, the contractor or consultant must certify compliance with Section 57-1-350(G) of the South Carolina Code of Laws regarding SCDOT Commissioner conflicts of interest. The certification requires that no member of the SCDOT Commission maintain any direct or indirect interest in the proposal, bid, or any resulting contract, franchise, privilege, or benefit related to the project during their term of appointment and for one year following termination. The contractor must further certify that all consultants, subconsultants, contractors, vendors, suppliers, employees, and agents will comply with these provisions throughout the contract period.

The document requires an authorized representative of the contractor or consultant to execute the certification by signature, providing printed name, date, and title. No pricing terms, funding amounts, or project-specific deliverables are addressed in this certification document, as it serves solely as a compliance and conflict-of-interest verification requirement applicable to the broader Bicycle & Pedestrian Travel Data/Metrics contract opportunity.
