About this file
This Amendment 1 to a Request for Proposal issued by the South Carolina Department of Transportation (SCDOT) modifies the original solicitation for Bicycle & Pedestrian Travel Data/Metrics collection and analysis services. The RFP seeks a contractor to collect, manage, and provide bicycle and pedestrian travel data and metrics for use by SCDOT, Metropolitan Planning Organizations (MPOs), and Councils of Government (COGs) throughout South Carolina. The project requires development of web-based tools, data conflation to SCDOT's Linear Referencing System (LRS), quality control procedures, and comprehensive training. A pre-proposal conference was held on November 8, 2022, at 11:00 a.m. at SCDOT headquarters in Columbia, South Carolina, with an option for virtual participation via Microsoft Teams. The deadline for submission of questions was November 9, 2022, at 12:00 p.m. (expired), and offers were due on December 8, 2022, at 2:30 p.m. Award notification was scheduled for February 3, 2023, with a contract term of three years.
Amendment 1 modifies Section IV (Information for Offerors to Submit) and Section VI (Award Criteria), requiring offerors to include a service level agreement for SCDOT review and establishing that project costs shall be billed based on acceptance of deliverables by SCDOT, including draft and final deliveries. The evaluation process occurs in two phases: Phase I evaluates technical proposals (40 points), qualifications and experience (30 points), value for the three-year term (15 points), and proposed staffing (15 points); the top three responsive offerors with mathematical possibility of ranking highest advance to Phase II, where they must deliver a live virtual demonstration (20 points per evaluator) of their proposed solution and web-based platform. Travel and per diem costs for demonstrations are the sole responsibility of offerors and shall be reimbursed at state employee rates upon presentation of receipts. Award will be made to one offeror and is subject to approval by the South Carolina Transportation Secretary.

[11-35-1530(6); R.19-445.2095(I)] If improper revisions are submitted during discussions, the State may elect to consider only your unrevised initial proposal, provided your initial offer is responsive. The State may also elect to conduct negotiations, beginning with the highest ranked offeror, or seek best and final offers, as provided in Section 11-35-1530(8). Negotiations may involve both price and matters affecting the scope of the contract, so long as changes are within the general scope of the request for proposals. The Procurement Officer will notify those Offerors in ample time to schedule a specific date and time for demonstrations. A demonstration given by an Offeror under this section is permitted and communication by the Offeror with the Using Governmental Unit or its employees during a demonstration will not violate the restrictions applicable to Offerors. (a) The activities of the Offeror should be limited to a demonstration of the capabilities and methods described in the Offeror’s written proposal. Evaluators may ask questions pertaining to the
Offeror’s demonstration at the conclusion. The Offeror’s answers are restricted to statements of facts. Offerors will not be allowed or permitted to introduce new information or show products/features not included in their proposal.

(b) The Offeror may be required to document an answer if such a written clarification is determined to be in the best interest of the State. The demonstration should be conducted in a straightforward manner in order to secure a clear and meaningful understanding of the Offeror’s proposal. (c) The demonstration is designed to satisfy the evaluation panel's need for clarification and understanding of the information that was provided in the Offeror's written proposal; therefore, the Offeror may neither ask questions, divulge any cost information, nor receive preliminary assessments on its proposal from the members of the panel.
