About this file
This document is a detailed specification section (Section 332113.56) for Mechanical Integrity Testing of a Class I Deep Injection Well System, prepared by CDM Smith for Brevard County's South Beaches Wastewater Treatment Plant (WWTP) in October 2024. The specification outlines comprehensive requirements for performing internal and external mechanical integrity testing of an injection well, including specific procedures for color video surveying, pressure testing, temperature logging, and a Radioactive Tracer Survey (RTS). The document specifies detailed technical requirements for equipment, testing sequence, logging tools, and surveying methods, with strict protocols for calibration, notification, and performance of each testing stage.
The specification requires specialized equipment including packers, pressure testing apparatus, geophysical logging tools, and radioactive tracers, with precise technical specifications for each component. Contractors must possess specific qualifications, including a Florida Water Well Contractor license and a license to handle radioactive materials. The testing must be conducted within stringent parameters, including limiting well downtime to five calendar days, operating only between 7 AM and 7 PM Monday through Friday, and providing comprehensive documentation and logging outputs. The project involves coordinating with the Engineer and the Florida Department of Environmental Protection, with multiple stages of testing, logging, and site restoration, emphasizing environmental protection and precise technical execution.

Class I Deep Injection Well System 332113.56 - 6 Brevard County, FL Issued for Bid
1. Pressure test packer assembly at the surface prior to insertion into the well.
2. Remove wellhead assembly as required to allow for installation of packer and tubing used to convey packer to test depth. If required, suppress artesian flow in well using weighted solution to prevent discharge of formation water at surface while installing packer.
3. Install packer in the well to a location near the bottom (between 10 and 30 feet) of the injection tubing or well casings as determined by the Engineer.
4. Inflate packer to a pressure such that the well casing is not damaged and an effective hydraulic seal is obtained. Consider the installation details of the injection well to prevent damage to the well.
5. Notify the Engineer of the anticipated start time of the final pressure test at least seven days in advance. Engineer will coordinate the testing schedule with the regulatory agency. No additional compensation will be provided for standby time waiting on regulatory agency staff if less than 7 days advanced notice is given or for any scheduled time not conforming to the requirements of this specification.
B. Pressure Test:
1. Install testing wellhead, contractor’s pressure gauge, transducer, and pumping equipment such that no surface leaks exist and such that pressure gauge can be monitored by the header geologist for a pressure test.
2. Completely fill well and all equipment lines with water and pressure well casing or tubing to the pressure approved by the Engineer. Pressure test casing or tubing for a minimum 60 minutes with no greater than plus or minus 5 percent pressure gain or loss.
If the test pressure cannot be maintained within these tolerances for 60 minutes, undertake corrective measures at Contractor’s expense until the test is set satisfactorily accomplished.
3. Conduct preliminary pressure tests in the presence of the Engineer prior to performing the final pressure test for the regulatory agency.
4. With regulatory agency onsite, perform formal pressure test for one hour duration and monitor wellhead pressure within in the casing or tubing.

3.6 RADIOACTIVE TRACER SURVEY (RTS)
A. General Requirements:
1. Calibrate geophysical tools within one week of testing.
2. Date tracer (Iodine 131) less than one half-life at time of use.
3. Recalibrate flow and pressure gauges within thirty days of use.
4. Have gamma detectors field calibrated by geophysical logging crew, after tool has been loaded with tracer and prior to insertion into well, if requested by Engineer. Provide film documentation of radioactive tracer injection time and calibrate tracer injection time to +
1 millisecond. Do not permit time lag between injection and monitoring.
B. Provide required notification to Engineer prior to initiating RTS. Engineer will coordinate testing schedule with Florida Department of Environmental Protection (FDEP).
C. Prior to proceeding with the RTS, perform a background Geiger counter survey of the site.
D. Install flow control prevention devices and required piping.
E. Run a background gamma ray log with casing collar locator (CCL) from top of injection casing to bottom of injection zone. Locate bottom of injection casing with CCL by repeat passes.
F. Load RTS tool with appropriate volume of radioactive tracer.
G. Dynamic Tests 1 and 2:
1. Position tool with ejector five feet above bottom of casing and establish a low-flow
(approximately 5 ft/min) rate of injection well after connecting to a water supply point to provide water for this low flow rate and install a calibrated flowmeter in a location with access for viewing by the Engineer.
2. Release a radioactive tracer slug (1 millicuries), keep detectors stationary, and monitor gamma ray detectors in time-drive mode for 60 minutes.
3. Raise tool to 200 feet above bottom of injection casing to record dispersion of radioactive tracer (Log Out of Position). If upward movement of tracer is detected during monitoring period, immediately log out of position to a new position approximately 20 feet above previous position and resume time drive monitoring.
4. Flush well with at least one casing volume and run gamma ray log of interval logged in previous step again (Log After Flush). If no tracer staining is detected in upward pass
(i.e., tracer has been flushed from casing), then casing volume flush may be omitted with approval of Engineer.
5. Run an additional low-flow dynamic test in a similar manner as described above – but only for 30 minutes, again with the release of 1 millicuries.
6. Lower tool to top of injection zone or to the depth of the lowest permeable zone selected by the Engineer and release remaining Iodine 131.
7. Conduct a final gamma ray logging pass (same interval as logged in background gamma ray log).
H. Assess testing results with regulatory representative and make determination of results acceptance prior to removing equipment.
I. Conduct additional dynamic tests if requested by the FDEP or by Engineer.
Class I Deep Injection Well System 332113.56 - 8 Brevard County, FL Issued for Bid
