The ITN seeks a single contractor to provide Comprehensive Surgical and Medical Bundled Services and Cancer Care Coordination for the State Group Insurance Program, covering 388,313 members. The contract will run for four years, starting January 1, 2026, with up to four optional one-year renewals. Respondents are required to complete at least one of three cost reply scenarios: Per Enrollee Per Month (PEPM) Fees, Contingency Based Fees, or an Alternative Fee Scenario. The critical response deadline is May 30, 2025, at 2:00 PM Eastern Time, with a public opening at 3:00 PM on the same day.
The estimated annual contract amount is $4,400,000.00, subject to legislative appropriation. The cost reply spreadsheets provide templates for pricing across initial and renewal contract terms, with projected enrollment ranging from 194,787 to 198,495 members. Vendors must demonstrate capabilities in developing evidence-based provider standards, implementing data security protocols, and providing transparent reporting on program utilization and cost savings. The contract requires vendors to maintain insurance policies totaling at least $5 million per annual aggregate and potentially provide a performance bond or irrevocable letter of credit not exceeding 20% of the annual contract amount. Vendors must also comply with Florida Statutes regarding vendor eligibility, labor practices, and international business conduct, including using E-Verify for newly hired employees and attesting to non-discrimination practices.
