Title: JRM F&ES Paramedic Education Program
Quoter / Offeror shall submit the following in order to be considered for award:
(1) Factor 1 – Technical Capability:
The Contractor shall provide a training curriculum approved by the Committee on Accreditation of Educational Programs for the Emergency Medical Services Professions (CoAEMSP) as granted by the Commission on Accreditation of Allied Health Education Programs (CAAHEP). An approved program that has received a CoAEMSP Letter of Review is also acceptable. Curriculum include courses and internships as stated in the Statement of Work.
(2) Factor 2 - Past Performance:
The Government will evaluate the past performance record of the proposed Contractor for this requirement. The Contractor shall submit up to three (3) past performance that are recent and relevant to the Statement of Work. Submit up to three (3) past performance requirements that are recent and relevant to the current requirement. If CPARS is not available, submit a summary of the work performed and verifiable contact information of the organization for which you performed the work. Include at a minimum, summary of work your firm performed, the dollar value of the contract or work performed, the name, title, phone number, and email address of the organization for which you performed the work.
For purposes of past performance, “Recent” is defined as a contract that is currently being performed or completed performance within a five year period ending on the date of issuance of this solicitation;
“Relevant” is defined as being similar in size, scope, and complexity to the current requirement.
(3) Factor 3 – Price: Completed Attachment (a) Quotation Sheet.
The order will be awarded to the Contractor that can provide the services that represent the best value to the government. The Government will make award to the responsible vendor whose submission conforms to the solicitation terms and conditions and represents the “Best Value” to the Government.
(4) Small business joint ventures only (if applicable): In addition to being registered in SAM, small business joint ventures must submit the joint venture representations at paragraph (c) of Federal Acquisition Regulation (FAR) solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, with each offer in order to be considered for award.
Note: Item (4) above is only applicable only to small business joint ventures.
Pre-Quotation Conference: N/A. No pre-quotation conference is planned.

All quotations must be submitted via email to the contract specialists below;

Hand delivery, postal mail, express mail, or fax submissions will not be accepted. The Contract Specialist will confirm receipt of all quotations within two business days. If the Contract Specialist does not confirm receipt, the quotation has not been received.
If a confirmation of receipt has not been received or the quotation is submitted less than two business days prior to the due date and time for receipt of quotations, it is incumbent upon the quoter to follow up with the Contract Specialist via email and telephone to confirm receipt.
