Sample Task Order Scenario—Attachment A

Transportation Services Readiness- Ground Support and Air Cargo Incident: Terrorist Attack (Initially unknown what caused event)

Air Cargo Assets Domestic air cargo

Commodities 2 Push Packages (130 containers packed with Pharmaceuticals per Push Package) 80 Short Containers - 43 in x 60.5 in Base 64 in Ht.; 181 lbs and 50 Tall Containers- 43 in x 60.5 in Base 80 in Ht.; 201 lbs per PPG. Total weight for one PPG is over 50 tons. One PPG comes with 33 specially designed cookie sheets (Pallets). 125 in L x 88 in W x 1.25 in H at 225 lbs per sheet

The Division Strategic National Stockpile (DSNS) of the United States (U.S.) Department of Health and Human Services (HHS) Office of the Assistant Secretary of Preparedness and Response (ASPR), has determined that life-saving pharmaceuticals contained within the Push Packages are needed to respond to an unknown possible terrorist attack on the citizens of the US. Territories, tribal, public health and medical systems need the right medical supplies transported to the Seattle Washington and Miami, Florida public health facilities within twelve (12) hours after the President of the United States along with the HHS Secretary both declares under the Public Health Act- a public health emergency and signed an Executive Order to immediately deploy stockpile assets such as; medical equipment and pharmaceuticals from the Strategic National Stockpile following the signing of the executive order. ASPR-SNS Logistics Operations is directly responsible for making sure that critical medical and pharmaceutical assets be deployed within 120 minutes after the president declares a public health emergency and a national threat to the homeland security of the country. ASPR-SNS Logistic Operations will need to instantly move 2 Push Packages (120 containers packed with various lifesaving Pharmaceuticals) via air cargo to the Seattle Washington and Miami, Florida public health facilities to protect the citizens from immediate death or emerging infectious disease agents that may cause irreparable health damage to the local population. The

ASPR-SNS Logistic Operations will provide the secured delivery locations to where the Push Packages will be either delivered or transported through trucking or air cargo into airports around the country. The contractor needs to rapidly deploy ground truck assets within 120 minutes after notification via email from the SNS Logistic Operation team. Additionally, the SNS requires the contractor to participate in annual readiness exercises, drills, and no-notice events. What level of contractor’s executive management participation will be offered to SNS to participate in no-notice exercises or drills?

In your proposal, describe your technical capability and management approach to respond to the above scenario based on the Performance Work Statement—Page limitation 3 pages.

1. The management approach shall address, at minimum, aspects of the rapid deployment of the ground and air cargo assets within 120 minutes after receiving a no-notice event.

● Timeline for initializing operations

● Plan to respond to rapid deployment ground support and air cargo freight to multiple locations with manning and equipment.

● In-transit visibility to track commodities for the life span of the loaded and emptied trailers, and trailers ready to be retrograded to the owner.

● Potential challenges with providing the resources and plan to mitigate or resolve the challenges

● Management support in participating in exercises or drills with SNS Logistics Operations.

2. The Technical approach shall address the type of transportation ground support equipment and air cargo support for this scenario.

● The rapid movement of domestic air freight to include the maximum amount of fuel charges.

● Ability to book air cargo with various terminals and obtaining flight detail information

● During an event for which SNS is required to move material, the DSNS POC will notify the contractor(s) to initiate the rapid movement of supplies. How will the contractor identify key personnel or an “on-call” number(s) that the SNS Logistic Operations can contact 24 hours per day 365 days per year to initiate transportation requests in support of a Public Health Act Emergency or Declaration

● Explain the technical approach to how your firm can provide ground transportation assets to a designated location within 120 minutes, and further expedite the freight by the quickest means possible to the end location; this may include air freight.

● What type of trucks and tractor-trailers will be deployed once identified by the SNS Logistics Operations

● Explain how the contractor will deploy trucks to the various physical pick up locations at the time of an event. For this requirement, assume the location of dispatch will be at or within 25 miles radius of the following airports:

(1) SLC, Salt Lake City, UT

(2) ATL, Atlanta GA

Assume the location of destination will be 25 miles from the following airports:

(1) SEA, Seattle, Washington

(2) MIA, Miami, Florida
