DESIGN NARRATIVE

FACILITY DESCRIPTION

The Eastern Kentucky Correctional complex was originally constructed in two phases. Phase 1 was built from construction documents dated October, 1986. The construction was completed in 1990. Phase 2 soon followed. It was built from construction prints dated October, 1988. The construction was completed in 1992.

The facility consists of the Administration Building, four Housing Units, one Minimum Security Building, Warehouse, a detached Security Tower and a collection of smaller support buildings. There is approximately 260,000 square feet of buildings in the main campus area. The facility sits on approximately 157 acres of land.

Architecture – Exterior Envelope

Existing Conditions

Roof – The roofs on the Administration and the Housing Unit buildings were replaced in 2022. The Minimum-Security Unit roof was replaced in 2015. The Warehouse roof was replaced in 2003.

Exterior Insulation and Finish System (EIFS.) - The exterior cladding of the facility is generally in poor condition. The primary wall construction is in-fill concrete masonry units with a site cast concrete frame. Insulation is achieved through 2” of polystyrene insulation in the EIFS assembly. The outer coating has been previously painted in some areas and has the original coating in others. All the EIFS is in a failing condition. The painted portion is in a better condition, but still well past its service life.

Hollow Metal (HM) Framed Windows and Doors – The existing windows and doors on the facility are in poor condition. Daylighting and views are provided primarily by fixed glazing within HM window frames.

The frames have been grouted solid and are attached to the wall with embedded steel anchors. The glazing appears to be a combination of insulated glazing units and single layer laminated safety glass depending on the nature of the activity of the space they serve. The majority of the doors are heavy gauge steel doors in HM frames that have been grouted solid and are attached to the wall with embedded steel anchors. There is a high degree of rust in the existing door and window frames.

New Work

Demolition Administration Building, Guard Tower #2, and Housing Units – The existing EIFS cladding on the Administration is being removed to the face of the existing CMU wall with the exception of the area nominally defined by column lines 1, 0.2, H.9 and N.1. The EIFS cladding on the Housing Units and Guard Tower #2 is completely being removed back to face of CMU. The existing EIFS installed over metal stud throughout is being removed back to structure. At the existing Sally Port, in Area B, the ceiling will be selectively demo’d to accommodate the installation of the new cladding. All existing exterior windows, doors, overhead doors and louvers throughout will be removed and replaced with the

Construction Manager/General Contractor Services Page 2 of 11

2 2 exception of the door and sidelites into room Sally Port AD-1266 in Dorm 9. There are two guard shacks at the Administration Building, in Area H, that will need to be moved during the cladding work and reinstalled at the end of the cladding work. There are cages in some of the Dorm Yards that will need to be disassembled and reinstalled or replaced at the end of the reclad work. Ceilings will be demo’d in coordination with the Mechanical, Electrical and Plumbing work. There will be some interior wall demo in coordination with the Mechanical, Electrical and Plumbing work. There will be roof demolition in coordination with the Mechanical, Electrical and Plumbing Work. There are free standing masonry walls at Housing Units 1, 2, 3 & 4 and Dorm 9 that will have their existing finish removed. The security gates for the Housing Unit wing exits stairs and yard exits will be removed. Razor wire will need to be removed as needed and reinstalled.

Warehouse and MSU – The Warehouse will have multiple interior CMU walls removed in the area nominally defined by column lines 8, 15a, JJ and MM. There will also be new openings made in the exterior wall for a new exit door, an existing interior window will be removed, an interior door will be removed and an exterior overhead door will be removed. Demolition of slab to install new plumbing will also be needed. See Structural for demolition of 3 columns, associated roof framing and decking.

There will also be the removal of multiple roof structures and a complete removal of the roof assembly down to the deck in the area nominally defined by column lines 8, 15a, JJ and MM. The MSU (Minimum Security Unit) will have ceilings and walls demo’d in support of the Mechanical, Electrical and Plumbing Work.

Roof Administration Building, Guard Tower #2, and Housing Units – The majority of the existing roof will be maintained. The majority of the existing parapet is anticipated to be maintained. The base flashing and termination of the roof membrane as it turns up and is integrated with the new cladding above will need to be reworked and repaired to coordinate the installation of the new cladding. This is a typical issue at all intermediate roofs as they transition to the wall to the upper roofs.

During the 2022 reroofing project the new parapet installation detail was developed with the intention to accommodate the installation of the new cladding in this project. The intent of the 2022 parapet detail was to provide space to remove the existing EIFS and install the new cladding while keeping the parapet in place. Locations where it is known there are issues in maintaining the existing parapet cap are as follows; the Administration Building buttresses, the Administration roof plazas at doors A-202 and A-205 to accommodate new guardrails, the Housing Unit wing stair tower areas, the Housing Unit mechanical stair towers and at the radiused walls of the Housing Units.

Roof repairs will be as needed to coordinate with all Structural, Mechanical, Plumbing, Electrical and equipment relocation work. On the 2nd floor of the Administration Building, at the roof plazas, located at doors A-202 and A-205, there may be additional rework to the existing roof with the new scope of work due to the relationship between the roof elevation and the floor elevation, contractor to review.

Warehouse and MSU - The majority of the existing roof at the Warehouse and Minimum Security Unit (MSU) will be retained. Coordination with Structural, Mechanical, Electrical, Plumbing and equipment relocation work will be required throughout. The roofing above deck and parapet flashing above the Warehouse, nominally between column lines 8, 15a, JJ and MM, will be completely replaced. See Structural for additional roof demolition.

Exterior Cladding and Misc. Work

Administration Building, Guard Tower #2, and Housing Units – The existing buildings will be completely reclad with new prefinished, factory foamed, insulated aluminum panels, minus the area at the Administration Building nominally defined by column lines 1, .01, H.9 and N.1. There will be Architectural Louvers integrated with the metal panel system in these buildings as well. The metal panel at grade will receive a new cast in place concrete ledge and precast sill. There are several locations where new metal stud framing will need to be installed to support new sheathing and the metal panel system, coordinate with Structural. Locations where the metal framing will be needed are as follows, exterior soffits, existing exterior Sally Port (ceiling, soffit and suspended wall), as well as the buttresses.

The Housing Units will receive new canopies at the 1st floor entrances. Razor wire will need to be reinstalled upon completion of cladding work.

Warehouse and MSU – There is no recladding occurring at the Warehouse or MSU. See Mechanical for louver information.

Hollow Metal (HM) Framed Windows and Doors Administration Building, Guard Tower #2, and Housing Units – All existing exterior windows and doors throughout will be removed and replaced, with the exception of the door and side lites into room Sally Port AD-1266 in Dorm 9, with new Hollow Metal Frames and security glass. All new windows at grade or at plaza level (see Administration Building 2nd floor roof decks) receive a new concrete sill. Windows at grade also receive a new concrete ledge and precast sill stone. There are several Architectural Louvers called out to be fit within the Hollow Metal Window Frames.

Warehouse and MSU – There is only one new exterior Hollow Metal door to be provided in the Warehouse. There are multiple new interior doors. There are no new windows to be installed in the Warehouse.

Interior Fit Up Administration Building, Guard Tower #2, and Housing Units – The interior fit up work for these buildings is mainly associated with the Mechanical, Electrical and Plumbing work; installation of new ceilings and soffits. There are several new chases being installed that are scattered through the Administration Building. There is patch and repair work associated with the Mechanical, Electrical, Plumbing work and the window and door replacement. There is one new interior security door being installed between Lobby AD-1330 and Corridor AD-2301, door A-210.

Warehouse and MSU – The interior fit up for the warehouse is extensive. The portion of the Warehouse nominally bounded by column lines 8, 15a, JJ and MM will be fit up to be training space for the campus. There will be a 2nd floor installed in this existing double height space that will also be fit up to be training space. The spaces associated with the fit up include Classrooms, Open Classroom, Breakroom, Office, general support spaces, bathrooms on both floors and a “White Box Space” on the 2nd floor. There will also be a new elevator installed and two stairs. The MSU (Minimum Security Unit) will have ceilings replaced in support of the Mechanical, Electrical and Plumbing Work. There is patch and repair work associated with the Mechanical, Electrical, Plumbing work as well.

Architectural Site Work Administration Building, Guard Tower #2, and Housing Units – The Housing Units and Dorm 9 have several free-standing masonry walls. These walls will be parged and painted. New fencing and gates will be installed associated with the Housing Unit wing exist stair towers and the Housing Unit yard security gates. Several of the inmate activity yards, at both the Housing Units and Dorm 9, will have cages that will need to be reinstalled or replaced. There are two existing Guard Shacks at the Administration Building, in Area H that will need to be reinstalled.

4 4

Warehouse and MSU – There is no Architectural Site Work at the Warehouse and MSU.

Site Work

Access – Access to the site is controlled, construction vehicles and personal vehicles will need to check in with security each time they enter the site. A construction access route to the construction staging area has been identified behind the existing Warehouse building. Large vehicle access to the secured area of the facility is limited by the existing sallyport with low roof clearances. To enable construction, a new exterior sallyport will be constructed early in the work to allow large construction vehicles into the secured areas. Access within the secured site will be via existing asphalt paved roadways

Pavements - Existing concrete walkways and service access pavements are original and in poor condition. Subgrade has failed in some locations.

Security Fencing - Security fencing is generally in good condition, with the exception of the existing access gates at the existing Sallyport, which will be replaced.

New Work

New Exterior Sallyport – As one of the initial phases of construction, a new exterior, fenced Sallyport will be constructed near the Warehouse building. This work will require removal and relocation of the existing salt storage, relocation of a portion of the perimeter asphalt drive, grade work and pavements.

The new Sallyport will be surrounded by security fencing, with security slide gates at each end to control access. This work will require removal of small sections of the existing double perimeter fence to install gates. This work will be done one section at a time, to ensure the perimeter is always securely fenced.

Building Perimeter Work – to facilitate installation of a new brick ledge for the new metal paneling, grade at the building façade will be removed / excavated. This will include concrete in some areas, asphalt pavement in fenced yards, and grass / turf in perimeter areas. Concrete pavement will be removed as part of the concrete replacement scope. Asphalt in fenced yards will be sawcut and removed, then put back with cast in place concrete to provide a cleaner edge. Lawn areas will be backfilled and lightly compacted, then hydroseeded or sodded.

Interior Courtyard Areas / Concrete Pavements – Concrete pavement will be demolished and replaced.

This work will occur sequentially, with demolition and replacement being complete before the work moves to the next Courtyard area. As part of this demolition, the existing concrete amphitheater stairs, retaining walls and planter walls will be removed. Grade in the current sunken lawn areas will be raised to the level of the pavements, using backfill from onsite crushed demolished concrete and imported soil.

Existing storm structures in the lawns will be raised to match new finish grades. One courtyard will have a new woven wire fence installed to facilitate canine training in that yard.

Interior Fenced Yards – To facilitate the new façade work and additional building renovation scope, work in the interior yards will include sawcutting and removal of asphalt and replacement with a 36”

Construction Manager/General Contractor Services Page 5 of 11

5 5 concrete strip. Additionally, removal of the existing fenced cage areas will be required to facilitate work and equipment and these shall be reinstalled or replaced in kind. Additionally, minimal fencing improvements at perimeter fenced yards will be required to facilitate façade work.

Other Site Improvements / Site Restoration – Additional asphalt improvements at the new Sallyport as well as at the perimeter drive will be made to accommodate entrance and improved turning radii. New mechanical equipment (chillers) to be installed outside of yard areas will require new heavy duty concrete pads and site work, including utility adjustments and site restoration. Existing gravel drives behind the Warehouse are likely required to have some additional surfacing and compaction to restore from construction activities. Lawn areas will be restored with fine grading and hydroseeding.

STRUCTURAL NARRATIVE

The structural scope of the building includes renovations of the existing structure, modifications to allow for a new HVAC system, and the addition of a second floor in one existing building.

Design Criteria:

• Building Risk Category III

• Floor Live Loads, reduced as allowed by code

• Roof Live Loads, reduced as allowed by code

• Ground Snow Load, pg = 15 pounds per square foot

Structure – Façade/Structure Repair/Replacement Housing Units/Guard Tower – The existing steel floor grating and steel mesh wall panels have deteriorated and will be replaced with new galvanized steel rectangular bar grating and galvanized mesh panels. The steel frame, stair structure, and handrail/guardrail system has degraded and will be blast cleaned and a new coating will be applied. Where any structural steel member has deteriorated to 10% section loss or more, it will be repaired. Doors at the 4 corners of the housing unit will be replaced and a structural header will be installed for the new door attachment. Concrete curbs will be added where needed for the architectural cladding.

Guard Shacks – A new concrete slab will be poured to support a prefabricated guard shack.

Salt Storage – A new retaining wall structure will be built south of the warehouse for the new salt storage area.

Exterior Cladding – The existing cladding around the perimeter of the Administration building will be replaced. Cold-formed steel framing is used to support the new cladding.

Administration Building – A new opening will be made with a steel lintel overhead and concrete stairs leading up to the opening.

PLUMBING NARRATIVE

New Training Center at Warehouse All new DWV and Potable water system for the training center at the warehouse. This includes stacked restrooms, water heater, janitors’ closets on each floor and sanitary and potable water tie-ins to existing services. This is the only scope for plumbing on this project.

ELECTRICAL NARRATIVE

New Training Center at Warehouse Electrical for new training center is typical of a school type function with receptacles in classrooms and data ports liberally distributed throughout. New lighting throughout in drop gid ceilings. Large rooms on the first floor and second floor will be fit up for future program development. Electrical for all new systems and equipment in new mechanical room. The new Training center will also be provided with a new fire alarm system – voice annunciated.

There will be a lot of demolition of existing electrical where the old coal boiler plant and chilled water plant is being removed.

All new lighting in minimum security prison, training center, and warehouse office areas.

Administration Building Lighting – Anywhere ceilings are being removed and replaced as a result of the HVAC installation, the lighting will be replaced. It was noted that even though we are planning on a one for one replacement reusing existing circuits – many light circuit junction boxes are not attached to the building structure so there will be a lot of remediation work for lighting circuits.

Power – Generally throughout the entire project the electrical power work will be confined to removal of existing HVAC circuit to new circuits being adjusted as necessary if the amperages are different.

However, for the new 400-ton chillers being installed it will require that a 12470V to 480 Volt substation be installed on the roof near one of the chillers. There will be new work to the medium voltage equipment in the main mechanical room to accommodate this new circuit. This may be a long lead time and needs attention for phasing.

Fire Alarm systems will be modified by installation of new duct smoke detectors for air handlers that qualify.

FOUND ELECTRICAL CONDITIONS – An allowance may be needed for found electrical code violations encountered above ceilings when that work occurs. Many unit prices will need to be provided to apply against the items found in which the allowance will cover. This will also apply for the minimum-security prison, housing units, and office areas of the warehouse.

Housing Units Electrical work will be included for new boilers, pumps and air handlers. New circuits will be derived from the upper mechanical room to chillers installed at grade. Route of the circuits shall be through an existing pipe chase.

Construction Manager/General Contractor Services Page 11 of 11

11 11

Fire Alarm – Fire alarm work will include new duct smoke detectors and recommissioning of the smoke control systems with new HVAC equipment.

There are data cables present that will need to be replaced if not properly installed. This work if needed will be part of the electrical inspection allowance noted under Administration Building.

No new interior light fixture replacements are required for this building.

FIRE SUPPRESSION NARRATIVE

New Training Center at Warehouse Provide new riser and 100% wet coverage fire suppression system for the two story training center.

Administration Building Replace heads for new ceilings throughout. Provide new heads under ductwork 48” and larger.

Housing Units Provide new heads under new ductwork runs where ductwork is 48” and larger. Existing fire department connections are located at the piping chase in the corner of the building. These will be in conflict with the new chiller piping. The FDC’s will be relocated to the front of the stair tower for better fire department access.
