Primary roads: Lower Stehekin Valley Road (Harlequin Bridge-Landing)

Upper Stehekin Valley Road (Harlequin-Ranch-High Bridge) Company Creek Road

Secondary Roads: Maintenance Yard Access Road

Buckner Orchard Access Road Rainbow Falls Access Road Long Term Parking Access Road Golden West Access Road Treatment Plant Hill Road High Bridge to end of Road (Wagon Road trailhead) NPS Residence Access Road (Castle, New Castle, Boulder) Gravel Pit Access Road Air Strip Access Road

III. SNOW REMOVAL

A. This section describes the Contractor’s responsibilities for clearing roads of snow using snow blower or grader. Contractor shall provide all necessary equipment with operator to perform the work described.

http://www.nps.gov/lach http://www.stehekinchoice.com/ http://www.stehekin.com/

B. The Contractor’s work will be ordered by the COR or designee per the process outlined herein. The COR will prepare and transmit a weekly Snow Removal Schedule approximately 5 days prior to the week described (example provided in Appendix I). The schedule will assign responsibility for specific road sections to NPS or the Contractor for each day, and indicate if work should be performed using a snow blower or grader.

C. The COR will issue an order (call-out) to the Contractor verbally or by e-mail directing them to commence snow removal or snow-blowing operations. The order is for one pass of the road section(s) identified. In cases of large snow accumulation, the COR may issue a second order for a second pass in the same day.

D. Contractor’s equipment and staff shall generally begin snow removal operations within one (1) hour after call-out, or at the time stated in the order.

E. Snow removal and snow-blowing operations are normally to be performed during daylight hours between 0700 and 1800, however, extenuating circumstances of a large, extended snow event could require performance beyond the normal operating hours.

F. Snow removal on the Stehekin Valley Road from the Landing to Harlequin Bridge shall be maintained to a minimum of 18 feet wide and a maximum of 21 feet wide. From Harlequin Bridge to the Courtney Ranch Cabin and the Harlequin Bridge to the end of Company Creek Road, the maintained minimum width will be 12 feet with a maximum width of 18 feet wide on average.

G. Do not undercut banks, nor operate equipment in a manner that causes spinning of chained tires to gouge the asphalt or graveled surfaces.

H. Keep ditches and culverts functional during operations and upon completion of the operations.

I. Contractor’s operator will notify the COR of any equipment breakdown, changes in plowing routine, stalled vehicles that affect snow removal operations, and changing road conditions. During severe snow storms it is anticipated that government operations and contractor’s operations will run simultaneously and shall be coordinated so maximum efficiency is achieved.

J. Additional services such as, but not limited to, pushing back existing snow berms*, removing slush from road surfaces, opening other areas closed by snow accumulation, removing down trees, snow slides, or rock fall. These services shall be approved by the COR prior to performing the work. Additional approval is required in advance if additional work will result in increased cost to the government. (*A snow berm is defined as a dike of snow resulting from operator’s snow removal operations, which extends above the surface of the traveled way.)

K. Take special care to ensure that damage to signs, sign posts, facilities, bridges, or resources of the National Park Service does not occur. The contractor shall notify the National Park Service of such damage when it occurs; if the damage is discovered by NPS, then NPS will notify the contractor in writing. The contractor shall repair or replace the damaged item(s) at his/her expense within 30 days of the notification.

L. Rubber-tired equipment only is authorized to remove snow. No bulldozers or tracked vehicles are authorized to remove snow under this agreement.

Contractor’s equipment shall be equipped with tire chains for snow removal operations.

M. Contractor’s equipment shall be maintained in a safe and operable condition, meeting the Department of Transportation State Standards and Federal Standards for lighting and hazard marking for snow removal equipment. Contractor shall comply with all State regulations regarding permits, tags, and license.

IV. GRADING AND DITCHING

A. This section describes the Contractor’s responsibilities for work on primary and secondary roads per specific orders placed by the COR. Contractor shall provide all necessary equipment with operator to perform the work described.

B. The work consists of reconditioning the surface of existing roadways and routine maintenance on various types of drainage ditches to provide a waterway which is unobstructed. Drainage ditch maintenance is limited to materials continued within the ditch and not on the shoulder or travel way, but may extend up the backslope to any loose materials at risk of falling into the ditch and obstructing it.

C. Surface grading shall be performed during timeframes acceptable to the Contracting Officer or the COR. Contractor shall generally commence work within three (3) days after receiving a verbal or e-mailed order from the CO, COR, or other ordering official designated by the Contracting Officer. Each request will include a description of the area to be maintained.

D. The existing traveled way, including turnouts, shall be bladed and shaped to produce a surface which is uniform, consistent to grade, and crowned or cross-sloped as indicated by the character of the existing surface to at least one-half inch per foot of width, but not more than three-quarter inch per foot of width. Surface materials shall be thoroughly loosened to no less than two-inch depth or the depth of potholes or corrugations. Scarification to facilitate cutting to the full depth of potholes or corrugations may be elected by the Contractor but will be considered incidental to grading. Scarification shall not go deep enough to cause contamination of the surfacing. The roads will be maintained at an average width of 14 feet.

E. Surface grading shall be performed only when sufficient moisture is present to prevent segregation.

F. Existing native, rock, or aggregate surface drainage dips shall be shaped incidental to grading to divert surface runoff to existing outlet devices, ditches, and discharge locations.

G. The Contractor shall establish a grading pattern which provides a uniform driving surface, retains the surfacing on the roadbed and provides a thorough mixing of the materials within the completed surface width. Upon final grading, no disturbed rock shall protrude more than two-inches above the adjacent surface unless otherwise provided in the contract. Materials not meeting this dimension shall be removed and placed outside the roadbed so as to not obstruct drainage ways or structures. This material may be scattered off the roadbed if there is free drainage. Removal of oversized materials may require hand labor to meet specifications.

H. Roadway slopes shall not be undercut. At intersections, the roadbeds of side roads, which are not closed or restricted from vehicular use, shall be bladed to assure smooth transitions.

I. Materials resulting from work under this section shall not be allowed to remain on or in structures, such as bridges, culverts, or drainage dips. All road drainage structures 36” in diameter and smaller shall be hand cleaned, including cutting of brush within a six-foot radius of the culvert inlet.

J. Ditches shall be maintained by removing rock, soil, wood, and other materials.

Upon completion, the maintained ditch shall be of the same character as abutting segments that were not required to be maintained.

K. Suitable material removed from the drainage ditch may be blended into existing native road surface and shoulder or placed in designated berm. Material from ditch-pulling operations may be blended into and across aggregate surfaced roads unless staked or marked otherwise on the ground. No material shall be pulled and bladed across bituminous surfaced roads. With advance approval from the COR, excess materials shall be deposited outside the roadbed, along the fill slope, so as not to obstruct drainage structures.

L. Furrow ditches shall be reshaped and blockage removed except that blockages previously placed to divert water from the ditch into culverts or other drainage structures shall remain.

M. Limbs and wood chunks in excess of one-foot in length or three-inches in diameter shall be removed from ditches and placed outside the roadway.

N. Paved surfaces shall be cleaned of all materials resulting from Contractor’s ditch maintenance work.

O. Lead-off ditches shall be shaped to drain away from the traveled way.

V. WATER

A. Suitable and adequate water sources are available in the contract area. Water sources will be selected by the Contractor and submitted to the COR for approval.

B. Mobile watering equipment shall have watertight tanks of known capacity.

C. Positive control of water application is required. Equipment shall provide for uniform application of water without ponding or washing.

D. An air gap or positive anti-siphon device shall be provided between the water source and the vehicle being loaded if the vehicle has been used for other than water haul, the source is a domestic potable water supply, or the water is used for tank mixing with any other materials.

VI. SAFETY AND ACCIDENT PREVENTION.

A. The Contractor is required to establish an effective accident prevention program and provide a safe environment for all employees, visitors, and park personnel.

B. The Contractor shall hold regular safety meetings when appropriate and provide notification to the COR of the day and time of the meetings so that he/she may attend.

C. Upon request, Contractor must submit proof of employees’ qualifications to perform assigned duties in a safe manner. Contractor must comply with Washington state licensing requirements regarding Commercial Driver’s License and submit operators’ license(s) for review by COR.

D. In the event of conflicts between Federal, State, and Local safety and health requirements, the most stringent shall apply.

E. Equipment or tools must meet OSHA requirements. Failure to comply with the requirements of this section may result in suspension of work.

F. All accidents must be reported to the COR immediately. A reportable accident is defined as death, occupational disease, traumatic injury to an employee or the public, property damage in excess of $100, and fires. Form DI-134 must be completed and submitted to the COR within three days of an accident. Forms are available from the COR.

G. Personal protective equipment must be maintained in a serviceable condition and checked daily. Clean, sanitize, and repair equipment as appropriate.

H. Contractor is required to provide all necessary traffic barriers, traffic control signs, markers, and flaggers when required during operations. Traffic control for occupied work areas shall be in accordance with National Standards contained in the Manual of Uniform Traffic Control Devices (MUTCD).

I. Contractor’s vehicles and machinery operating on or from the travel way or road shoulder shall have flashing lights, strobes, or rotary beacons operated continuously while work is in progress. Truck headlights shall be on while operating. Backup horns shall be required on all self-propelled equipment in excess of 8000 lbs. gross weight.
