About this file

This Statement of Work (SOW) from Brookhaven National Laboratory describes requirements for an EIC Phase Noise Analyzer for the U.S. Department of Energy. The document specifies a technical instrument capable of making precise phase and amplitude noise measurements across carrier frequencies from 1 MHz to 8 GHz, with specific sensitivity requirements for both absolute and additive noise measurements. Key technical specifications include measurement capabilities for carrier power ranging from -20 dBm to 25 dBm, with stringent noise sensitivity metrics at different offset frequencies.

The SOW details deliverables including the phase noise analyzer with applicable software and licenses, a 24-month warranty extension, and 36-month calibration coverage. The vendor is required to ship the analyzer to Brookhaven National Laboratory (BNL) and provide initial setup support. The delivery schedule mandates completion of the analyzer within 7 weeks of the vendor's purchase order acknowledgement, with all electrical components required to be NRTL certified. The document is dated December 8, 2025, and is signed by Geetha Narayan as the technical representative.

I. Scope

1. Provide a Phase Noise Analyzer suitable for measurement of phase and amplitude noise of low noise signals for EIC RF Systems.

II. Requirements

1. Must be capable of making additive and absolute phase and amplitude noise measurements for carrier frequencies in the range of 1 MHz to 8 GHz.

2. Must be capable of making additive and absolute phase and amplitude noise measurements for carrier power in the range of -20 dBm to 25 dBm.

3. Deliver specified absolute phase noise sensitivity for a 100 MHz carrier signal better than -174 dBc/Hz at a 1 MHz offset frequency and better than -94 dBc/Hz at a 1 Hz offset frequency (cross-correlation factor equal to 1).

4. Deliver specified absolute amplitude noise sensitivity for a 100 MHz carrier signal better than -164 dBc/Hz at a 1 MHz offset frequency and better than -100 dBc/Hz at a 1 Hz offset frequency (cross-correlation factor equal to 1).

5. Deliver specified additive phase noise sensitivity for a 100 MHz carrier signal better than

-154 dBc/Hz at a 1 MHz offset frequency and better than -117 dBc/Hz at a 1 Hz offset frequency (cross-correlation factor equal to 10).

6. Deliver specified additive amplitude noise sensitivity for a 100 MHz carrier signal better than -159 dBc/Hz at a 1 MHz offset frequency and better than -102 dBc/Hz at a 1 Hz offset frequency (cross-correlation factor equal to 10).

7. All electrical components shall be NRTL certified.

III. Shipping / Installation

1. Vendor will ship phase noise analyzer to BNL and provide initial setup support.

IV. Deliverables

1. A phase noise analyzer that meets the specifications herein with applicable software and licenses.

2. Warranty extension by 24 months

3. Calibration coverage for 36 months

V. Schedule

1. Delivery of Phase noise analyzer unit that meets requirements shall be completed 7 weeks from the vendor’s acknowledgement of purchase order.
