The estimated cost range for the project is between $5,000,000 and $10,000,000. A dedicated job superintendent must maintain presence on-site and be responsible for only this project. All contractor personnel are required to complete VA Privacy Training for Personnel without Access to VA Computer Systems prior to working on-site and receive badging. No deducts or VA-furnished equipment are included in this contract.

SCOPE OF WORK
CONSTRUCT REPLACE STEAM MAINS WEST CAMPUS PROJECT# 656-21-114
ST CLOUD VA HEALTH CARE SYSTEM
A. PART I- GENERAL
1. Base Project: Contractor shall furnish all labor, materials, tools, and equipment required for the replacement of steam mains in the buildings identified in the contract documents. All work shall be performed at the Veterans Affairs Health Care System in St. Cloud, MN. All work is to be performed according to industry requirements and recommended standards, and in compliance with the accompanying contract documents and federal specification sections.
2. Work will include the complete removal and replacement of the existing Steam line Vaults at various locations shown on the contract document. Additionally, the contractor shall complete the installation of a new steam piping infrastructure extending from its takeoff point in Building 48 Vault and extending through the steam tunnel and subbasements to its completion in Building 51. The contractor shall include all necessary materials, equipment and safety construction aids to ensure the installation of a fully functional steam system at completion of this contract. All work shall be completed in accordance with the specifications and contract drawings. This contract will require work to be completed in occupied buildings necessitating the need for a comprehensive construction schedule and coordination plan.

4. Work includes, but is not limited to:
a. Demolition
b. Contractor shall remove from the VA site and dispose of all equipment and materials not scheduled to be reused.
c. Work in areas containing asbestos. See spec section 02 82 00 Existing asbestos survey and hazardous material report.
d. Anticipated Trades: General contractor, abatement contractor, Electrical contractor, mechanical contractor, Earthwork and Concrete.
e. Shutdowns of any major utility (Water, power, communications, electrical and steam) or road systems must be coordinated with the Contracting Officer Representative (COR) according to the general specifications to follow the outage notifications and coordination requirements and lead times.
f Contractor shall be responsible for submitting all utility outage requests 15 calendar days prior to requested outage date.
g. Normal contract working hours are 8:00am to 4:30pm Monday through Friday, excluding Federal Holidays.
h. Contractor to maintain presence of a dedicated job superintendent for the steam mains project. Superintendent shall be responsible for only one project at a time.

The anticipated substantial completion of this project is 640 calendar days after Notice to Proceed (NTP).
C. Cost Range:
1. The anticipated cost range for this project is between $5,000,000 and $10,000,000
D. VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or the Use of VA Sensitive Information:
All contractors are required to complete "VA Privacy Training for Personnel without Access to VA Computer Systems or Direct Access to or the Use of VA Sensitive Information" prior to working on site. Through the Talent and Management System (TMS). All individuals requiring badging will be required to complete several trainings. Each employee should account for approximately 8 hours of training to receive their badge. Upon completion of the training, contractors shall complete and sign the last page of the training paperwork and provide to the Contracting Officer's Representative.
