Access and Staging:
As shown on the attached Site Plan, a total of eleven borings are planned. Details regarding access and staging for the borings follow.
Four of the borings (TB23065-01, -02, -05, & -06) will be located in unpaved areas behind the guardrail immediately adjacent to the existing highway and bridge. Clearing of brush and minor grading, to include up to about 2 feet of temporary fill (onsite borrow material), will be needed to access these locations.
Guardrail will need to be temporarily removed to provide access to borings TB23065-01 and -05, as indicated on the Site Plan. Mobilization and demobilization for these two borings will require a shoulder and lane closure and will need to occur between the hours of 7 p.m. and 7 a.m. the following morning, Sunday evening through Friday morning. Guardrail shall be re-installed at the end of each shift prior to departing the site. Any guardrail posts removed during the work shall be replaced with new posts.
Three of the borings (TB23065-07, -08, & -09) will be located on the paved shoulder of I-84 WB and will require a shoulder and lane closure. These borings will need to be completed during night work shifts, occurring between the hours of 7 p.m. and 7 a.m. the following morning, Sunday evening through Friday morning.
Two of the borings (TB23065-03 & -04) will be located on the paved Historic Columbia River Highway State Trail, which passes beneath the existing WB bridge near its west abutment. The borings will be located on either side of the existing WB bridge (i.e. drilling beneath the bridge is not required). A small footprint and low overhead clearance rig will be needed to work on the trail and to pass beneath the existing WB bridge (12 to 13 feet wide with 11.5’ overhead clearance).
Two of the borings (TB23065-10 & -11) will be located on the paved Historic Columbia River Highway State Trail adjacent to (south of) the existing EB highway. Access will require maneuvering the drill rig and support vehicle potentially up to about 4,000 feet along the trail, which is generally 12 to 13 feet wide.
A small footprint drill rig is recommended for these locations.
Utility Search: The contractor is responsible for utility locates. ODOT will request an independent public utility locate and provide “ticket” number(s) and details to the contractor.
Temporary Protection and Direction of Traffic (TP-DT): Three of the borings (TB23065-07, -08, & -
09) will be located on the paved shoulder of I-84 WB and will require a shoulder and lane closure. These borings will need to be completed during shifts occurring between the hours of 7 p.m. and 7 a.m., Sunday evening through Friday morning.
Guardrail will need to be temporarily removed to provide access to borings TB23065-01 and -05, as indicated on the Site Plan. Mobilization and demobilization will require a shoulder and lane closure. Lane closures are allowed to occur between the hours of 7 p.m. and 7 a.m., Sunday evening through Friday morning. Guardrail shall be re-installed at the end of each shift prior to departing the site.
A Truck Mounted Attenuator (i.e. “crash truck”) shall be included in traffic control plans for shoulder and lane closures. For single lane closures, the contractor shall provide all TP-DT devices and personnel in accordance with the attached ODOT Standard Drawing TM861 (Highway/Freeway One-Lane Closures) with a Portable Changeable Message Sign (PCMS) in advance of the ROAD WORK AHEAD signs. The Project Manager or designee shall have the authority to require the replacement of any Contractor's personnel not exhibiting adequate capability or reasonable safety and responsibility in their job performance.
Such replacements shall be made within 48 hours after the Project Manager/Project Geologist provides notification to the Contractor.
Anticipated Surface & Subsurface Conditions:
The attached Site Plan shows the proposed boring locations. Based on review of geologic mapping and previous geotechnical explorations in the area, R1 Geo has developed the following understanding of anticipated subsurface conditions. Note the unit thickness described below are variable, and some units may be absent.
At the surface we anticipate encountering embankment fill and colluvium, a variable mix of cobbles, gravel, sand, silt, and clay. This unit may include occasional boulders and concrete and asphalt construction debris. We generally anticipate this unit ranges in thickness from approximately 10 to 40 feet.
Revision: 08/21/2025 Page 5 of 9
At the surface or below the fill/colluvial materials, we anticipate alluvium, consisting of fine-grained sand and silt. This material is anticipated to be approximately 6 to 18 feet thick.
Below the soils we anticipate bedrock of the Eagle Creek Formation. This is typically comprised of fresh to moderately weathered, extremely weak to medium strong (R0-R3) sandstone and conglomerate. A weathered zone of decomposed rock or residual soil may be encountered in the upper 10 feet or so of this unit.
Previous explorations reported a zone of perched groundwater within 3 to 5 feet of the top of the Eagle Creek Formation or its residual soil, at depths ranging from about 15 to 45 feet below ground surface.
Performance Requirements: The Contractor shall conduct standard penetration test (SPT) sampling in accordance with standard methods specified by the most recent version of American Society for Testing and Materials (ASTM), Designation D 1586. The contractor shall obtain undisturbed soil samples using the method specified by the most recent version of ASTM designation D 1587 "Thin-Walled Tube sampling of Soils" when conditions allow. If satisfactory samples cannot be obtained using standard “Shelby” tube equipment and methods, the contractor shall provide a piston-type or similar sampler in general accordance with ASTM D4823 at no additional cost.
SPT, undisturbed, and rock core samples shall be delivered in satisfactory fashion to the primary / secondary contact. The Contractor shall provide tubes and end caps for undisturbed samples and core boxes for core samples.
At the completion of each work shift, the site will be left clean and free of waste generated as a result of drilling operations by removal of items such as construction debris, trash, drill cuttings and fluids, and chemical spills. The Contractor may not wash off drilling equipment on-site unless equipment wash liquid is contained. Open boreholes, if any, will be covered securely with the drill rig or steel plates.
Upon completion of drilling operations in paved areas, the contractor shall sweep up residual debris and patch asphalt surfaces.
Upon completion of drilling operations in unpaved areas, the contractor shall re-contour any excavations or access roads to match original conditions. The contractor shall provide erosion prevention and stabilization measures, to include compost and/or straw mulch and the approved seed mix (Permanent (Native) Seeding, West Side of Hood River, Mix No. 1), as directed by ODOT. Erosion and sediment control shall be considered incidental.
Drilling, Sampling & Instrumentation: Provide exploration drilling and sampling as described below in Table 1. Borings will employ hollow stem auger, mud rotary, and rock coring methods. Drilling site sequence will be as directed by the primary/secondary contact. All holes shall be constructed and abandoned in accordance with OWRD rules and regulations.
Standard penetration tests (SPTs) will be performed every 2.5 feet within the first 20 feet of depth or as directed by the Project Manager/Project Geologist. Up to 20 feet of continuous SPT sampling will be required in three of the borings (TB23065-07, -08, & -09), as directed by ODOT. Below depths of 20 feet SPTs will generally be performed at 5-foot intervals, as directed by ODOT. Undisturbed samples will be collected as directed by the Project Manager/Project Geologist. Up to 30 to 40 feet of rock coring will be attempted within the Eagle Creek Formation in select borings. Depending upon the subsurface conditions, the depths and sampling intervals may be modified.
Vibrating wire piezometers (VWPs) will be installed in four borings. One of these will be located on the paved shoulder of I-84 WB and will require extending the VWP cabling beyond the guardrail to an above-ground monument to allow subsequent readings without the need for traffic control. The cabling will need to run underground between the borehole and monument, with the asphalt surface saw cut to enable the
Revision: 08/21/2025 Page 6 of 9 cable installation and patched upon completion of installation. Two VWPs will be installed in boreholes located in unpaved areas adjacent to the existing bridge and will require above-ground monuments. The remaining VWP will be installed in a borehole located on the paved Historic Columbia River Highway State Trail and will require a flush-mount monument.
Slope Inclinometer (SI) casing will be installed in two borings (TB23065-08 and -10), with anticipated depths of 45 and 75 feet. One of these will be located on the paved shoulder of I-84 WB west of the existing bridge and the other will be on the paved Historic Columbia River Highway State Trail south of the EB highway. Both will require flush-mount monuments.
Flush mount monuments for VWP shall be at least 12-inch diameter. Flush mount monument for SI casing only may be 8-inch diameter. Above ground monuments shall be at least 12 inches in diameter or 8 inches square. The above ground monuments shall be lockable. No bollards are required as the installations will be protected by guardrail or located away from the roadway. The above-ground monument should be steel and have a welded tab to allow locking with a Contractor-supplied keyed padlock. The contractor shall provide pre-fabrication drawings or sketches of the above-ground monument and cap for approval.
Inclinometer Installation Requirements: Inclinometers shall be constructed using 2.75-inch diameter inclinometer casing with machine broached grooves (Slope Indicator “QC Casing” with integral flush-mounted snap connection, or equivalent approved by the Geologist). A tremie pipe must be used to grout the inclinometer casing; grout valves will not be allowed.
Grout used for inclinometer and VWP installation will generally follow the table below.
Material Weight/Volume Weight Ratio Portland Cement 94 lb (1 sack) 1 Bentonite 25 lb* 0.3 Water 30 gallons (249 lb) 2.6
* - Approximate quantity, actual amount of bentonite will be adjusted to obtain the desired consistency
In accordance with manufacturer specifications and accepted industry practice, water and cement shall be mixed first to the specified water-cement ratio. After water and cement is thoroughly mixed bentonite shall be added to attain the desired consistency. The final amount of bentonite added to the grout may be more or less than that listed in the above table. Grout mix may be adjusted on site by the ODOT Project Geologist.
