About this file
This technical specifications document outlines an Abandoned Mine Land (AML) reclamation project administered by the Kansas Department of Health and Environment (KDHE), Surface Mining Unit (SMU). The project encompasses four primary work classifications: fertilization, seeding, erosion control, and fencing, to be completed on disturbed construction areas. The work is structured as a lump sum contract with estimated quantities provided for bidder reference only; contractors are responsible for verifying their own quantities. Project items include fertilizer application (nitrogen, phosphorus, and potassium at SMU-specified rates), seedbed preparation and seeding with native warm-season grasses or cool-season grass mixtures depending on seasonal windows (January 1–May 15 for native grasses; August 15–October 1 or January 1–April 15 for cool-season grasses), erosion control measures (compost filter socks, straw bale check dikes, and erosion control blankets), and installation of five-strand barbed wire fencing with associated gates. All work is classified as inspectable items requiring 24-hour advance notice for SMU inspection and approval. Monthly progress meetings are required in conjunction with pay estimate requests, and a preconstruction conference must be held prior to work commencement.
The contract is structured as a single lump sum bid covering all labor, materials, equipment, and supervision necessary for complete project delivery. Change orders will only be negotiated for significant engineering oversights or SMU errors and are handled case-by-case. Payment is issued monthly based on percentage of work completed and approval by SMU staff. The contractor assumes full responsibility for site conditions, compliance with all federal, state, county, and local regulations, and implementation of storm water pollution prevention measures. Specific compliance requirements include NPDES permit adherence, threatened and endangered species permits, Clean Water Act Section 404 permitting, Migratory Bird Treaty Act restrictions (no clearing between April 1 and July 15), and invasive species prevention protocols requiring equipment cleaning with hot water exceeding 140 degrees Fahrenheit. The contractor must maintain quality control, coordinate with utility companies and county road departments, manage erosion and dust control, and ensure proper disposal of debris at approved facilities with proof of disposal submission required.

4.11.7 General
New erosion control measures shall be installed after seeding operations to protect from erosion caused by sheet flow over unprotected graded areas from reaching exit ditches or channels. Composite filter socks, straw bale check dams, and erosion control mat shall be installed according to specifications in ditches and/or along and across channels and slopes to prevent sediment laden discharges from leaving the site and/or cause erosion.
Locations and quantity of installed erosion control measures will be determined according to SWPPP stormwater plan or SMU Inspection Staff.
4.11.8 Compost Filter Socks
A. Compost filter socks require no trenching during installation. They must be installed on ground prepared and free from all debris, rills, and gullies. Installation shall be perpendicular to stormwater flows across all slopes, swales, ditches, and channels. Likewise, the ends of the compost filter socks must be turned upslope to prevent stormwater flows from going around the ends. They may be installed over bare soil, compacted or frozen soil, or over erosion control blankets, and on slopes. If applied over erosion control blankets, the area to be covered shall be graded smooth, limed, fertilized, and seeded per this section, prior to installation.
B. Compost filter socks shall be secured to the subgrade by 1x2-inch wooden stakes with a minimum of 1FT subgrade penetration. Stakes shall be a length consistent with the table listed in this section. All joints of compost filter socks shall be overlapped by a minimum of a foot. Staking spacing shall be every 10 feet staked through the center of the compost filter sock. If installed in an area of concentrated follow required stake spacing will be every 5ft staked through the center of the compost filter sock.
C. Compost filter socks shall be maintained throughout the entirety of the project. Compost filter socks shall be inspected frequently especially after runoff events. Sediment removal shall be required after the sediment reaches half the height of the compost filter sock.
4.11.9 Straw Bale Check Dam
A. Straw bale check dams shall be installed when and in locations as directed by the SMU and shall be used primarily in drainage channels and swales.
B. Straw bales used in check dams shall be bound together by non-metal twine. These bales shall be installed so that twine does not directly contact ground surface.
C. Straw bale check dams shall be installed by excavating a 4-inch deep by 14-inch-wide trench. Bales shall be placed into the trench and shall be butted tightly together to provide a uniform, continuous barrier. Soil shall be tamped in place around the perimeter of the dike.
D. Bales shall be securely anchored in place by driving two wooden stakes through each bale a minimum of 18 inches below the ground surface. Stakes shall be a minimum of 32 inches in length. At least one stake shall be driven at an angle to prevent bales from floating.
4.11.10 Erosion Control Blanket Installation
A. Erosion control mat shall be installed in the areas shown on the drawings and shall be installed in accordance with manufacturer's recommendations.
B. The area to be covered shall be graded smooth, limed, fertilized, and seeded prior to installation of the erosion control fabric.
C. Erosion control mat shall be rolled down over slopes without stretching or pulling so that the mat is allowed to lay smoothly on the soil surface. The top end of each section will be buried in a narrow 6-inch-deep trench. Top roll will overlay 12 inches over the top of bottom rolls. Four-inch overlaps will be provided between adjacent sections.
D. Staples shall be installed per the erosion control mat manufacturer’s recommendations. On outside edges and overlaps, staples shall be spaced at no greater than 36-inch intervals in any direction.

4.12.12 Seeding
A. General Requirements
1. As weather and site conditions permit, within the specified seeding season, seed site areas as shown on the drawings and all other disturbed areas.
2.
