Tactical Section

Critical Incident Response Group (CIRG)

Statement of Work

7/24/2023

1 Scope This is a contract to provide support services for the basic and advanced training of Hostage Rescue Team (HRT) Tactical Canines (K9) and K9 Handler on specific Tactics, Techniques and Procedures (TTPs) for the HRT K9 Program of the Federal Bureau of Investigation (FBI) Critical Incident Response Group Division (CIRG). This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction

The purpose of this contract is to obtain Subject Matter Expertise in the training and employment of HRTs Tactical K9 Teams to maintain operational readiness and training programs for the FBI K9 handlers and K9s. The contractor shall provide qualified personnel to implement training for new K9 Teams (handler and K9) and continued training for qualified K9 Teams to enhance capabilities for specified HRT mission sets.

1.2 Background

In 2008, FBI HRT's K9 program was started with assistance and training provided by the Army's Special Mission Unit (SMU) at Ft. Bragg, North Carolina. Unlike typical law enforcement K9 programs, the focus was to provide HRT with tactical K9s that operate in a team environment, having the ability to fully integrate within the team and discriminate between Operators and non-Operators. The program was initially started with two handlers and K9s in 2008. From 2009

- 2012, HRT K9 operated with four handlers and K9s, with training provided by the Army SMU trainers, outside K9 training vendors, and HRT handlers who had knowledge in certain K9 disciplines. In 2012, HRT K9 added two (2) additional positions, and then in 2014 HRT K9s added a seventh handler and K9 in support of HRT operations. In 2016 HRT K9 initiated a part-time contract with local trainer in order to purchase and conduct foundation training with newly acquired K9s while providing maintenance training two days a month. In recent years, with an increase in operational deployments and only part-time training time available, a requirement for a full-time trainer has been identified in order to maintain the skill sets of both handlers and K9s.

The HRT K9 Program is required to maintain a high level of operational readiness for its mission sets as three K9 teams are always on a 1-hour recall status.

2 Applicable Documents None

3 Requirements The contractor shall provide qualified personnel; with either law enforcement or military tactical canine experience; with knowledge and experience in the below listed training requirements to perform basic training, advanced training and performance evaluations, as dictated by mission parameters and the K9 Program Manager. The qualified personnel must be located within an hour of Quantico, VA to allow for recall and deployment anywhere in the United States with deploying K9s if necessary. A TS/SCI clearance, insurance coverage and the ability to operate government vehicles is mandatory.

The K9 Program’s unique infrastructure and facilities require routine kennel maintenance and in addition there will be times when the contractor will be required to maintain and house an FBI Tactical K9 and/or manage and maintain a short-term overnight kennel located at the HRT facility.

Due to the FBI HRTs already established relationships, the contractor will be required to work with established vendors and maintain liaison with representatives of K9 programs with International, Federal (LE and Military), State and Local partners. The contractor must be capable of conducting research and develop instruction based on joint projects with all of our partners.

The FBI HRT’s mission covers the entire United States and training occurs throughout the United States. Overnight non-local training travel will be required as well as potential international travel.

Personnel that undergo a LAR may be permitted to work maintenance issues, construction projects, teach unclassified seminars or provide other services to the FBI on a limited basis. To be clear, persons provided a LAR have no greater privileges than anyone else being escorted into FBI space - they are not authorized to view or be exposed to Classified or Sensitive but Unclassified information, nor have system access, nor be left unescorted at any time. The value of the LAR is to ensure we are not allowing known criminals, those with open warrants, etc. access to FBI space. The LAR is a requirement for anyone who does not have a clearance and is not entering the FBI as a family member. The limited exception is for persons attending unclassified meetings in sanitized spaces under escort. If meetings become more frequent than once or twice per year, the LAR may become a requirement.

Persons with active clearances are not eligible for the LAR and must pass their clearances via official channels for any type of FBI space access.

Upon award of the contract, all personnel involved in the process must have a completed LAR consisting of checks from the Data Integration and Visualization System (DIVS), National Crime Information Center (NCIC)/Interstate Identification Index (III), Sentinel, and the Treasury Enforcement Communication System (TECS).
