About this file
This document appears to be a Request for Information (RFI) related to a Request for Proposal (RFP) for a federal contract opportunity to provide K9 Trainer and Handler services to the Federal Bureau of Investigation (FBI).
The key details are:
- The contract is a firm-fixed price contract, and the RFP specifies the qualified personnel must be located within an hour of Quantico, VA to allow for recall and deployment with K9s as needed, with an estimated 12 deployments per year.
- The contract requires personnel with a Top Secret/SCI security clearance, and the awardee will receive the DD-254 security requirements after contract award.
- The Statement of Work covers requirements for K9 training, kennel maintenance, and housing FBI tactical K9s as needed.
- The RFP indicates there are 4 non-price evaluation factors, with past performance evaluated on a "Pass/Fail/Neutral" basis.
- The government is considering adding separate CLINs for travel and overnight kennel stays as other direct costs.

| Page | Reference (RFP, Attachment, etc.) | Question | Responses | |
| 3 | RFP_K9 Handler, Section 1.3 | The RFP states this is a firm fixed price contract, is there guidance on how many hours constitutes a man-year? 2080? 1960? | 1960 | |
| 4 | RFP_K9 Handler, Section 2.0 | The RFP states, 'The qualified personnel must be located within an hour of Quantico, VA to allow for recall and deployment anywhere in the United States with deploying K9s if necessary.', what is the frequency of deployment anticipated? | K9 handler trainer will deploy with the handlers and K9s when necessary, not on an every deployment basis. Plus or minus 12 deployments a year, or on average once a month, would be on the high end of frequency. | |
| 4 | RFP_K9 Handler, Section 2.0 | The RFP states, 'The qualified personnel must be located within an hour of Quantico, VA to allow for recall and deployment anywhere in the United States with deploying K9s if necessary.', will there be an accommodation for over-time rates during standby/on call time and deployment? | This position would not routinely pay overtime unless in an extreme deployment situation. K9 handler trainer would be deployed in a manner that is routinely predictable for TTF type operations, not exigent hostage rescue missions. | |
| 21 | RFP_K9 Handler, Section 13.2.1 | The RFP states there are four non-price evaluation factors including but only two are listed, what are the other two? | RFP has been updated appropriately to illustrate only two evaluation factors. | |
| 21 | RFP_K9 Handler, Section 13.2.1 | The RFP states 'Past Performance will be evaluated utilizing a “Pass, Fail, or Neutral” rating.', what is the Past Performance requirement? | Not Applicable we don't have any past performance. | |
| RFP 15F06724R0000207 and SOW | 1. Since the personnel require a TS/SCI and the work will be classified, will the government send a draft DD-254 so contractors can verify all security requirements? | The awardee/Prime will be provided the DD254 once the contract has been awarded. Government does not send drafts DD254. | ||
| Attachment A: SOW | 2. The SOW states in 3 Requirements ,” The qualified personnel must be located within an hour of Quantico, VA to allow for recall and deployment anywhere in the United States with deploying K9s if necessary.” The SOW states in 1.2 Background “The HRT K9 Program is required to maintain a high level of operational readiness for its mission sets as three K9 teams are always on a 1-hour recall status.” We understand these requirements to mean: |
A. The qualified personnel live within 1 hour of Quantico, VA.
| B. The qualified personnel is subject to potential recall, but is not on a 24/365 1 hour recall status. Is this correct? If not please clarify. | You understand correctly. More specifically, the contractor will normally only deploy on preplanned TTF type deliberate operations, NOT exigent hostage rescue missions. Therefore all potential deployments will be preplanned several days or weeks in advance. | |||
| Attachment A: SOW | 3. Are the personal for this requirement expected to travel on operational missions with the HRT teams? | As stated above, the intent is for the contract trainer to travel on SOME preplanned operations, likely not to exceed 12 deployments per year, and likely far less than 12. | ||
| Attachment A: SOW | 4. Section 3 of the SOW states "The K9 Program’s unique infrastructure and facilities require routine kennel maintenance and in addition there will be times when the contractor will be required to maintain and house an FBI Tactical K9 and/or manage and maintain a short-term overnight kennel located at the HRT facility." A. These requirements point to a need for Other Direct Costs, particularly if the contractor is required to maintain and house an FBI tactical K9. Will the FBI provide an ODC CLIN to the pricing sheet with a set amount? | The FBI will consider adding an ODC CLIN to the pricing sheet, specifically for overnight kennel stays. | ||
| Attachment B: Pricing Sheet | 5. Would the FBI consider adding a travel CLIN with a set amount to the pricing sheet? | The FBI will consider adding a travel CLIN with a set amount to the pricing sheet, for times the contract employee will deploy with the unit. | ||
| RFP 15F06724R0000207 | 6. Section 1.3 of the RFP (p. 3) specifies that the contract is being awarded as a FFP contract. However, in what appears to be a typo, section 6. (p. 4) makes reference to the contract as a BPA. A. Can the FBI clarify the contract type? | |||
| B. Would the FBI consider awarding the contract as a T&M contract, given the unpredictability of labor hours and travel costs since contract personnel must be available for "recall and deployment anywhere in the United States with deploying K9s if necessary." (SOW Sect 3., para 1) | The contract type will be a BPA. | |||
| When can we do a site visit? | A site visit can be arranged if it is determined you meet the criteria for what type of trainer we are looking for. | |||
| If you can disclose, how many new K9's need training? How many trained K9's do you currently have? | The position is responsible for up to 10 handlers and 10 K9s. | |||
| If you can disclose, what breed(s) of dog are we training? | Belgian Malinois and Dutch Shepherds. | |||
| SOW Section 3.1 Basic Training Requirements | Will the curriculum that the contractor / K9 instructor will instruct with be provided by the government? Or will it be developed by the K9 intructor / contractor employee? | It will be developed together by the program manager and trainer for what each handler and K9 team needs. | ||
| SOW Section 3 Requirements | Can the government please confirm that the full time employee / K9 Handler instructor needs TS/SCI at the time of hire? | Yes, at the time of hire. | ||
| SOW Section 3 Requirements | Can the government confirm that award will be contigent on the Offerors ability to acquire a Top Secret Facility Clearance? | Yes. | ||
| APSS RFQ Document Section 12.5.3 Technical Approach | Can the government clairify what is intended for offerors to submit for "overall understanding of each of the Government’s requirements through a description of their ability"? Is the government looking for a proposed approach to each of their identified training requirements? | The government wants a full understanding of the trainers real world experience and expertise in tactical K9 handling and training of tactical K9 handlers. | ||
| APSS RFQ Document Section 12.5.3 Technical Approach | Does this section have a page limit? | The Government does not require Volume page limits but encourage Quoters to minimize unnecessary information. |
