About this file
This is a Statement of Work (SOW) for pavement improvement projects at two lock facilities operated by the Great Lakes St. Lawrence Seaway Development Corporation (GLS), a Department of Transportation entity. The work involves the complete removal and replacement of existing pavement and subbase on the north (operational) sides of both Eisenhower Lock (190A Barnhart Island Road, Massena, NY) and Snell Lock (145 Snell Lock Road, Massena, NY). The contractor must excavate and remove all existing asphalt pavement and subbase materials, prepare and compact the existing subgrade, install new geotextile fabric, place a minimum 12-inch depth of 2-inch crusher run subbase with compaction, and install 2½ inches of binder course and 1½ inches of top course asphalt. All work must maintain positive drainage away from lock walls and toward existing drainage structures, with crushed stone aprons installed where finished asphalt elevations exceed existing ground levels to prevent edge cracking.
The contract consists of three Contract Line Item Numbers (CLINs): CLIN 0001 covers mobilization/demobilization including pre-construction meetings, equipment and material mobilization, and demobilization; CLIN 0002 addresses paving at Eisenhower Lock North; and CLIN 0003 addresses paving at Snell Lock North. Performance must begin within 10 calendar days and be completed within 120 calendar days from the notice to proceed, expected on or about June 29, 2026. The contractor is responsible for all labor, equipment, materials, utilities, and project costs, and must submit a Health and Safety Plan (HASP) compliant with OSHA regulations (29 CFR 1926/1910) for GLS approval prior to work commencement. Constant coordination with GLS Operations personnel is required as work locations are within active lock operational areas. Applicable contract documents include eight utility maps, six paving plans, paving details, and technical specifications covering earthwork, gravel and crushed stone base/subbase courses, and hot-mixed asphalt paving.

This includes the full removal of all existing pavement and subbase, and replacement with new subbase, binder course asphalt, and top course asphalt. Over time the existing parking areas and access roads have begun to show signs of wear and deterioration, thus prompting construction of new parking areas and access roads to rehabilitate the areas.
This work shall be completed at Eisenhower Lock and Snell Lock located at 190A Barnhart Island Road, Massena New York and 145 Snell Lock Road, Massena, NY, respectively.

SECTION 3 – REQUIREMENTS
3.1 – Scope Requirements
This SOW overall consists of the removal and replacement of existing pavement areas on the north (operational) sides of both Eisenhower and Snell Locks. These areas include access roads, parking areas, and operational pavement surfaces as indicated on the contract drawings.
The Contractor shall be responsible for the following:
- Removal and disposal of all existing asphalt pavement and subbase materials in areas delineated on Contract Drawings.
- Excavation to required depths in areas of new pavement.
- Preparation and compaction of existing subgrade. If the existing subgrade is unsuitable, notify the COR for corrective action to remove and replace if necessary.
- Placement of new geotextile fabric.
- Placement of new 2” crusher run subbase, minimum 12” depth, and compaction.
- Installation of 2 ½” of binder course and 1 ½” of top course asphalt.
The Contractor shall maintain or improve existing grades such that they promote positive drainage away from the lock walls and to existing drainage structures. Wherever the final elevation of finished asphalt is higher than the elevation of existing ground, the Contractor shall install a crushed stone apron to provide a smooth transition and to avoid edge cracking of the new asphalt (see note 9 on page 15 of the contract drawings).
All spoils and removed materials shall be transported off-site. Clean spoils may be disposed of at an on-site location as approved by the COR.
The Contractor shall be responsible for all labor, equipment, materials, utilities, and any other costs required to complete all requirements of this project. The Contractor shall perform all work in a safe manner in accordance with applicable OSHA regulations and shall submit a
Health and Safety Plan (HASP) for GLS approval prior to commencing work.
Work locations are within active lock operational areas.
