About this file

This is a Questions and Answers document for solicitation 6923G526Q0063, addressing contractor inquiries regarding paving improvements at Eisenhower and Snell Locks operated by the Saint Lawrence Seaway Development Corporation.

The document clarifies five key aspects of the project scope and execution. Regarding temporary access during phased construction, the government requires that GLS employees maintain vehicle access throughout construction, but temporary pavement is not mandated—compacted subbase or other suitable driving surfaces are acceptable. Loop detectors associated with gate systems will be disconnected and installed by GLS, with contractors responsible only for removing them during excavation. Pavement marking replacement is excluded from contractor scope and will be performed by GLS after construction completion. For spoils disposal, all excavated materials and clean fill may be disposed at an onsite location near Eisenhower Lock (location map provided), or contractors may elect to haul spoils offsite; contaminated fill and metals are prohibited at the onsite disposal area. Construction work interruptions due to vessel transits are addressed, with the government noting that activities will rarely require pausing at Snell Lock along the chamber wall between control towers, though specific details on daily transit frequency and typical operation duration were not fully completed in the provided excerpt. Advanced coordination with the GLS Contracting Officer's Representative is required to schedule daily work areas and notify of access disruptions.

Sheet1 6923G526Q0063 - Paving Improvements at Eisenhower and Snell Lock(s) Questions & Answers

#QuestionAnswer
1Please clarify the govt's expectations regarding temp. access and/or temp. pavement during phased construction. At the Snell Lock location, particularly at the downhill approach near the lock and waterfront area, available space appears limited (approx. 10' wide), making it difficult to establish a temp. bypass route. Please advise how the govt. expects access to be maintained during construction activities in these areas.Construction will occur in active lock operational areas. Maintaining access for GLS employees will be required during construction. Temporary pavement is not required, as long as the material used to provide access to GLS employees is suitable to drive on. At the Snell Lock downhill approach, as long as the construction area is left passable by vehicle, this will suffice (i.e. leaving compacted subbase as a driving path to allow employees to access work areas until paving is completed.) In many locations there are alternate routes for GLS employees to access their work areas. Advanced coordination with the GLS COR will be required to notify which areas will be disturbed on a particular day so GLS employees can plan their access routes.
2Please confirm whether all exist. loop detectors associated with the gate systems are to be disconnected, removed, reinstalled, replaced, and/or commissioned by the govt. and are not part of the Contractor's scope.GLS will be responsible for disconnecting all existing loop detectors associated with the gate systems. After they are disconnected, the Contractor may remove them during excavation. GLS will install and connect new vehicle loop detectors prior to the placement of new pavement.
3Existing pavement markings were observed at both the Eisenhower and Snell Lock pavement areas. The drawings do not appear to identify replacement pavement markings or provide striping details. Please confirm whether pavement marking replacement is excluded from the Contractor's scope.GLS will be responsible for replacing pavement markings after the completion of construction.
4Drawing Note #3 indicates that project spoils shall be disposed of onsite, while the Statement of Work states that removed materials shall be transported offsite and that only clean spoils may be disposed of at an onsite location approved by the COR. Please clarify the govt's expectations regarding disposal of excavated materials, existing subbase, and other removed materials.
Additionally, during the site visit, an onsite disposal area near Eisenhower Lock was discussed. Please confirm whether this location may be used for disposal and whether all excavated materials or only clean spoils may be placed there. If possible, can the govt. provide the location map of the disposal area so contractors can accurately estimate hauling distances and logistics?Excavated materials may be disposed of onsite at the Eisenhower Lock disposal area (see attached map showing the location of the dump site). All clean fill may be disposed of at this site (including existing pavement), no contaminated fill, metals, etc. may be disposed here. It is up to the Contractors discretion whether they would like to utilize the on-site spoils disposal area or haul the spoils off-site.
5During the site visit, contractors were advised that construction operations may need to pause while vessels enter and exit the locks. Please clarify regarding these work interruptions, specifically: A) Will construction activities be required to stop during vessel movements? B) Approximately how many vessel transits occur daily at each lock? C) What is the typical duration of each lock operation and associated work interruption? D) Are there anticipated peak periods when interruptions occur more frequently? This will help us assist in evaluating production rates, scheduling, and anticipated downtime.Construction activities will rarely need to be paused while a ship is transiting the lock at Snell Lock along the lock chamber wall between the control towers. Ships requiring line handling (<1% of the transits) will require equipment and personnel to be away from the lock chamber walls during transit. Ships carrying certain hazardous cargo will require work to be paused until the ship leaves the lock. The Contractor shall coordinate by calling GLS's Vessel Traffic Control (VTC) each morning to get the estimated shipping schedule for ship ETAs for these types of ship transits. VTC can provide an approximate 12-hour look ahead. A typical lockage takes approximately 40 minutes. On average, there are six ships that transit the lock during a day shift. There are no "peak periods", but GLS will work with the Contractors to ensure minimal interruption to schedules so the work can be completed in a timely manner.
6Was the site visit mandatory to bid the project? No.
