About this file

This Attachment A Scope of Work document outlines an Invitation to Bid (ITB) by the Florida Division of Emergency Management (FDEM) and the Executive Office of the Governor for American Sign Language (ASL) interpretation services. The solicitation seeks qualified vendors to provide in-person ASL interpretation exclusively for gubernatorial press briefings during emergency-related states of emergency, with services to be delivered across ten defined geographical regions in Florida. Vendors must provide certified ASL interpreters who can respond within three hours of request, be available 24/7/365, complete Level 2 background screenings, and be prepared to serve at any location within their awarded region. FDEM will award two contracts per region, with interpreters required to be certified by the Registry of Interpreters for the Deaf and physically present at least 15 minutes prior to event start times.

Pricing will be structured with different hourly rates for normal business hours (8:00 AM to 5:00 PM, Monday-Friday) and after-business hours (evenings, weekends, and state holidays). No travel expenses will be reimbursed, and vendors face potential financial consequences for non-performance, including invoice reductions and potential contract termination. Quarterly reporting is mandatory, and detailed timesheets must be submitted for each interpreter appearance. The contract emphasizes strict requirements for interpreter qualifications, availability, and performance, with FDEM maintaining sole discretion in evaluating vendor compliance and addressing any deficiencies.

Interpreters must be physically present and prepared to provide ASL interpretation services at FDEM’s or EOG’s specified location no later than 15 minutes prior to the designated event time, unless directed otherwise by FDEM or EOG.

C. Timesheets Vendors must provide timesheets for each interpreter per appearance. The timesheet must contain the following information:

• Name of Interpreter

Specific requirements are located at https://rid.org/rid-certification-overview/available-certification/cdi-certification/. More information located at the Center for Assessment of Sign Language Interpretation’s website https://www.casli.org/. If requested by FDEM or EOG, Vendors must provide proof of certification.

If an interpreter is on standby at FDEM’s or EOG’s request after the event has begun, the Vendors may continue the period of performance until FDEM or EOG ends the request or the day’s services have ended.

2.5 Travel

Vendors will not be reimbursed for any travel expenses incurred under the resulting contract(s).

2.6 Financial Consequences for Non-Performance

FDEM shall apply financial consequences for non-performance of the contract by the Vendor.

In the event that a deliverable is deemed unsatisfactory by FDEM, the Vendor shall not be paid for the unsatisfactory work performed.

If the Vendor fails to comply with the requirements of FDEM's order, Vendor's invoice will be reduced by the invoiced hours that are related to the failed task(s) unless FDEM waives such failure in writing based upon its determination that the failure was due to factors beyond the control of Vendor.

FDEM at its sole discretion shall determine when the Vendor is failing to comply and FDEM at its sole discretion shall determine when the Vendor has remedied the failure.

https://rid.org/rid-certification-overview/available-certification/cdi-certification/ https://www.casli.org/

Failure by the vendor to provide FDEM with qualified personnel as agreed will result in a return of 100% of the contracted per hour rate for each hour of staff augmentation time not delivered as contracted to FDEM.

These consequences for non-performance are not to be considered penalties and are solely intended to compensate for non-performance or non-compliance.

Continued Vendor inability to perform under the conditions of the contract, via the established Complaint to Vendor process, per Rule 60A-1.006 Florida Administrative Code (PUR 7017 form), may result in default proceedings. Failure to respond to a FDEM request to correct a deficiency in the performance of the Contract may result in termination of the Contract.
