This document is a Scope of Work for a contract opportunity issued by the Pennsylvania Emergency Management Agency (PEMA) to provide Benefit-Cost Analysis (BCA) training courses across the state of Pennsylvania. The selected vendor will conduct six 2-day BCA training workshops at various locations across Pennsylvania over the course of 2012. The training will instruct county and municipal planners, floodplain managers, emergency program managers, and other state and local officials on how to use FEMA's BCA software to develop cost-effective hazard mitigation projects eligible for FEMA grant funding. The vendor must provide instructors who are certified as FEMA/PEMA Hazard Mitigation instructors and have experience delivering this type of training in FEMA Region III.

PART 1 GENERAL INFORMATION

PEMA has the responsibility to training PEMA HQ & Area, County Emergency Management Agency and County Planning personnel on the required State and County All-Hazard Mitigation Planning regulations, references, and activities per PA Title 35 Emergency Services Code and 44CFR. PEMA will provide 6 FEMA/PEMA E-276 Benefit Cost Analysis Courses that will be delivered by a contractor to be named and by PEMA and FEMA certified Hazard Mitigation instructors under 2010 EMPG 4.13 workplan. This course is essential for developing and submitting Hazard Mitigation Projects to FEMA Region III for consideration and eventual approval. Course will be delivered on 6 scheduled dates and locations.

Several Pennsylvania communities have updated their hazard mitigation plans and are ready to develop hazard mitigation project applications for funding under FEMA’s Unified Hazard Mitigation Assistance (UHMA) program.

To assist potential applicants with developing a BCA for their proposed project, PEMA & FEMA will be hosting 3 two-day training courses related to FEMA’s new BCA software. Note: PEMA HQ already provided the first BCA course in the Commonwealth of Pennsylvania in December 2010 in which 23 students successfully completed the course. This BCA training is available to any/all sub-applicants considering submission of a FEMA hazard mitigation application (regardless of mitigation grant program). This training will provide participants with the background necessary to:

- Identify the data required to conduct a benefit-cost analysis;

- Navigate the various BCA modules;

- Identify data documentation requirements; and,

- Find/use other BCA toolkit resources.

This workshop must provide Emergency Management Accreditation Program (EMAP) compliant materials and instruction.

I-3 PROJECT GOALS

To be eligible for federal funding assistance thru any of FEMA’s hazard mitigation grant programs, a mitigation project must be cost-effective. The FEMA Benefit-Cost Analysis (BCA) is the method used to determine the cost-effectiveness of a proposed hazard mitigation project. FEMA has developed a BCA Tool to assist applicants to determine the cost-effectiveness of their proposed mitigation project.

Selection Criteria: The target audience for this training will be those who are not currently familiar with the BCA program or in need of a refresher BCA training session.

This may include county and municipal planners, floodplain managers, emergency program managers, and other State and community-level managers or administrators and other staff with expertise needed for mitigation projects.

Workshop Goals:

- Address the priorities and needs of the communities to reduce losses

- Meet the requirements of 44CFR201.6

- Enable Mitigations Officers the ability to interpret the requirements of

44CFR201.6

- Understand how to use a plan to help communities meet DMA requirements and improve their county/municipal plans through the use of good project selection.
