About this file
This document is a Statement of Work (SOW) for the Great Lakes St. Lawrence Seaway Development Corporation (GLS) soliciting custom fabricated rubber marine fenders and steel mounting hardware. The procurement is a Total Small Business Set Aside under NAICS Code 326291, with a small business size standard of 750 employees. The rubber fenders must be manufactured from natural, butyl, or EPDM rubber, meeting specific technical requirements including tensile strength (2000 PSI minimum), elongation (300%), hardness (70 +/- 5 Shore A), and performance in temperatures ranging from -40°F to +100°F.
The solicitation (Number 6923G525Q0567) requires delivery of materials to GLS's Receiving Warehouse in Massena, NY within 90 days after award. Vendors must be registered in SAM.gov and submit quotes via email by June 13, 2025, at 2:00 PM EST. The contract will be a firm fixed-price agreement under FAR Part 12 and Subpart 13.5. Statement of Work
The Great Lakes St. Lawrence Seaway Development Corporation (GLS) has a requirement to purchase custom fabricated rubber marine fenders. The fender elements shall be manufactured from a natural, butyl or EPDM rubber, which is compounded to provide satisfactory resistance to aging, water exposure, weathering, fatigue and abrasion. The material shall be uniform in quality and free from any contamination, cracks or defects that could be detrimental to the usefulness or performance of the fender. The rubber fender material color shall be black and shall be suitable for service in ambient temperatures of -40°F (-40°C) to +100°F (+37.8°C) and meet or exceed the following requirements:
Property
Testing Standard
Requirement
Tensile Strength

Certificates of conformance to the above standards shall be supplied with the rubber when shipped.
GLS has a requirement to purchase the steel mounting hardware for the assembly of the custom fabricated rubber marine fenders. The steel mounting hardware is composed of 4” steel Angle Mounts and 2 ½” steel Clamp Bar pieces as detailed on attached drawing number SLS-370-274 Rev. 2 “Steel Fender Mounting Hardware, Sections and Plans”. All steel shall conform to ASTM A36, latest edition.
The awarded vendor must deliver materials 90 days after award to Massena, NY. The awarded vendor is responsible for all costs associated with delivery to GLS’s Receiving Warehouse located at 251 Fregoe Road in Massena, New York.
*GLS has limited receiving hours during non- Federal holiday weekdays and limited forklift capability to unload deliveries. Therefore, the awarded vendor must coordinate deliveries at least two weeks prior to delivery and coordinate logistics of unloading materials if requesting GLS support to unload them. Proper dunnage must be supplied on the delivery trucks to facilitate forklift fork access getting under the rubber fender without damaging it. The steel materials shall be palletized and strapped.
