The contractor must supply all labor, supervision, equipment, tools, and materials to inspect, maintain, dispose of waste from, and repair stormwater management infrastructure consisting of four Advance Drainage Systems (ADS) BayFilter units (three Model 545 units and one Model 522 unit) and two drainage outfall structures. Service is required twice annually—in April and October for the BayFilter systems, with April-only service for the two outfall structures. Work activities include removing accumulated sediment and debris, power-washing and cleaning filter cartridges, documenting conditions with photographs, and providing final reports detailing initial inspections, as-left conditions, and cost estimates for any recommendations. The contractor must properly dispose of all materials in compliance with Virginia Department of Environmental Quality regulations and conduct Toxicity Characteristic Leaching Procedure testing if required by disposal facilities, bearing all associated costs.
The base contract plus four one-year option years requires work during normal cemetery business hours of 8:00 AM to 4:30 PM, Monday through Friday, excluding federal holidays, with coordination required to avoid interference with burial services and ceremonies. The contractor must provide an English-speaking Site Manager and OSHA-certified crew foreman onsite during all work, comply with strict employee conduct standards appropriate for a national shrine, and maintain comprehensive insurance coverage. Work specifications include mandatory safety protocols such as confined space entry procedures, underground utility marking, and fire prevention measures. The contractor is responsible for protecting existing cemetery structures, vegetation, and utilities, with any damage subject to replacement costs. Payment terms require invoices submitted in arrears, verified by the Contracting Officer's Representative against submitted final reports, with work rejected for non-compliance to be re-performed at no cost to the government. The price schedule includes line items for service of each BayFilter area, replacement cartridges for both models, and outfall services.

Culpeper National Cemetery Maintenance of the stormwater infrastructure Statement of Work
DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
A.1 BACKGROUND
Culpeper National Cemetery is a United States National Cemetery located in the town of Culpeper, in Culpeper County, Virginia. Administered by the United States Department of Veterans Affairs, it encompasses 29.6 acres
The Culpeper National Cemetery was established on April 13, 1867 and covered approximately 6 acres. It was dedicated as the final resting place for the heroes of the United States who fell in battle or died of disease during the Civil War in the surrounding Culpeper area. On October 21, 1975, the Veterans of Foreign Wars, Burton Hammond Post 2524, were instrumental in arranging for the donation of 10.51 acres of land from Joe H. Garner, President of Bingham & Taylor Corp., as a memorial to all corporation employees who served in the armed forces. In 2001, the VFW, American Legion, local officials, and residents once again were instrumental in acquiring an additional 12 acres of land to extend burial services to our most honored veterans for another 50 years or more.
Given the special significance and attention that national cemeteries receive from the public, strict adherence to contract specifications, terms, and conditions is crucial in ensuring that the cemetery remains a dignified and reverential place of remembrance.
A. Downtown, 305 U.S. Ave (no sign), entrance is from E. Stevens Street across the railroad Culpeper, Virginia B. Parking: Contractor employees shall park in the Public Parking Area.
All activities carried out by contractor personnel within a national cemetery must be executed with exceptional caution, reverence, dignity, and respect. These actions should recognize the cemetery as the ultimate resting place, honoring the service and sacrifices made by service members, Veterans, and their families for our nation. It is of utmost importance that the contractor employees are fully aware of the presence of interred remains within the grounds where they are working. The highest level of care must be extended to these remains, as well as to the upright headstones and flat grave markers that mark those gravesites and memorialize the service of our Nation’s Veterans.
PERFORMANCE PERIOD: This will be a base year and (4) 1-year Options contract.
