About this file
This Statement of Work (SOW) details requirements for an alarm and CCTV system installation for the U.S. Mission in France. The system must include comprehensive security features such as perimeter door/window sensors, passive infrared motion sensors, wireless panic buttons, and ruggedized dome cameras with specific technical specifications (1080p resolution, 30 FPS framerate, color/black-and-white low light capabilities). The alarm system must have multiple communication channels, including remote smartphone app control, a backup cellular connection, and a 24-hour control center staffed with English-speaking personnel.
Key technical requirements include a network digital video recorder (DVR) with 30-day video storage, a 28-inch monitor in the guardhouse with PTZ camera controls, and an uninterruptible power supply ensuring 12-hour operational capability during power outages. The system must comply with Section 889 of the National Defense Authorization Act, prohibiting equipment from specific manufacturers like ZTE, Huawei, and Xiaomi. The contractor will be responsible for removing existing equipment, installing the new system, providing maintenance contracts, and ensuring all components meet NFA2P alarm standards and specific security protocols.

Solicitation ref. 19FR6325Q0029
ATTACHMENT A
SOW for U.S. Mission France Alarm and CCTV Systems
The Contractor shall install an alarm system and CCTV’s in a USG residence in accordance with the following specifications and listed equipment in Attachment B as well as the terms and conditions of solicitation 19FR6325Q0029.
The alarm system shall, at a minimum, meet or be certified in accordance with NFA2P alarm standards unless otherwise specified in this statement of work. Administrative access shall be provided to the COR to change codes and other administrative duties of the system and a how-to manual shall also be supplied with the system to facilitate such access.
The Contractor shall de-install all the existing equipment and dispose of correctly and in accordance with local French regulations
The alarm must be able to be set and disarmed manually on site. The alarm must also be remotely set via smart phone application, via an app designated by the Contractor’s alarm systems.
The existing WiFi network cannot be used for the installation under any circumstances. The vendor shall provide their own WiFi infrastructure. DT and the vendor shall cooperate regarding technical details to adjust access point placement, frequency management, and network coverage to prevent interference.
Control the alarm (arm and disarm) via a mobile application in addition to a digital keypad at the residence in the master bedroom, guard booth, inside the safe-haven, and by main door, along with remote-control panic buttons. The alarm should make a high-decibel alarm (audible alert) in addition to connecting with and alerting the U.S. Mission’s 24-hour/7 days control center.
The alert that comes into the U.S. Mission’s control center should advise what contact or area is being breached (i.e., example, kitchen door, or upstairs bedroom #2, etc.). The alert of an attempted or successful break-in should also send instant notification to the smart phone app, so the client is made aware and can see where the location of the break-in/attempted break-in occurred.
The alarm system must have a back-up communication system if there are problems with the primary communication system. The alarm system must have a back-up cellular connection so if the internet or broadband is down, or if phone lines are down, that the system will still function.
System communication coverage must extend to all areas of the residence.
In a power outage, there must be a battery backup that sends an alert to the client’s cellular phone app and to the 24-hour control center that alerts the system is running on battery. The security system should stay operational during a 12-hour total loss of facility power.
At the direction of the client/COR, install perimeter door/window sensors and passive infrared PIR motion sensors. Door and window sensors will communicate to the alarm system that a door or window is open. Install window/glass break sensors to notify of smashed glass or smashed/cracked sliding doors. The break glass sensors must work on windows/glass doors that have 8mm Shatter Resistant Window Film already installed. Install passive infrared motion sensors inside the house in key areas that will be decided by the COR representative/client and the contractor technician.
Wireless panic buttons will be issued to instantly sound/alert the system; one in the master bedroom, one in the garage, and four additional remote buttons.
The alarm system should provide multiple arming conditions to selectively disable PIR sensors, and window sensors.
All existing alarm parts and components will need to be removed by the contractor doing the new installation. The contractor is responsible for the proper disposal of material.
An external audible and visual alert system must activate when the alarm is activated.
The alarm system may utilize RF or hardwired sensors and peripherals depending on installation recommendations; RF-based systems must be robust enough to withstand external RF interference and prevent external attacks. RF-based systems must not use 434 mHz or 800-900 mHz components.
System updates (software, firmware and component) must be included in the maintenance contract and performed with the annual system test/inspection. The monitoring center must be able to “push” software/firmware patches to fix critical/zero-day vulnerabilities that are discovered from the central monitoring center immediately.
Monitoring Services: The 24-hour control center must be staffed with fluent English-speakers and must be able to provide after-hours technical assistance in the event of an emergency or inactive alarm system to the Mission’s designated 24-hour command center and its clients. This after-hours technical assistance could also require a field visit to the location if the client deems it an emergency. All alarm events must be logged so the command center and the user will know exactly which sensor went into alarm and why.
Annual alarm maintenance must be available in the spring or fall (to be set by the Mission) due to heavy Mission personnel turnover in the summer and the holidays during the winter months.
The external existing cameras shall be replaced. All cameras need to be ruggedized dome cameras with applications for daylight and low light conditions. Cameras must have minimum specifications of 1080p resolution, 30 FPS framerate, color 0.1 lux rating, and black-and-white 0.08 lux rating.
Pan Tilt Zoom (PTZ) cameras must have at least 4x optical zoom, and 10x digital zoom. PTZ camera solutions which feature an automatic-tracking feature are preferred. Automatic tracking must be accomplished on-premises, with no remote or cloud-based processing of images and video. The camera system must not allow outside network access. The camera system must not broadcast video external to the network.
Install a 28 inches or larger monitor for the guardhouse with a joystick for moving/controlling the cameras and provide a keypad for PTZ command. A HDMI extender cable for the monitor in the guardhouse may be needed. Easy instructions on PTZ operation in French and English should be included.
Install a network digital video recorder (DVR) with sufficient storage to be installed in the residence.
System video must be saved for at least 30 days. System video must be in an exportable non-proprietary format. Instructions (in French and English) should be precise on how to review and export video on removable storage media. Install an uninterrupted power supply (UPS) in case of loss of power. The DVR should stay operational during a 12-hour total loss of facility power.
Provides notification to client when/if there is a power outage.
CCTV monitoring is done by the LGF. The DVR should be in a protected from the weather/elements.
A suitable area with air conditioning or cool temperatures must be used for DVR installation.
Cameras should capture the same areas the current cameras are able to capture. Vendor will be responsible for determining if current cables are to their specification or if new cables will need to be quoted in their final package.
Provide pricing for quarterly or biannual CCTV maintenance and repair contract for preventive maintenance, lens/dome cleaning and overall care for the cameras and system including the changing of alarm contact batteries. The 24-hour control center must be staffed with fluent English-speakers and must be able to provide after-hours technical assistance in the event of an emergency or inactive CCTV system to the Mission’s designated 24-hour command center and its clients. This after-hours technical assistance could also require a field visit to the location if the client deems it an emergency.
Note: Section 889 of the National Defense Authorization Act (NDAA) prohibits use or procurement of services provided or telecommunication equipment manufactured by ZTE, Huawei, and Xiaomi (or any subsidiary or affiliate of such entities) in support of public safety, security of government facilities, physical security surveillance of critical infrastructure, and other national security purposes.
