Bldg. 227 Multiple Coils Replacement Statement of Work (SOW) Background

Building 227 is a 151,840 square foot building that was completed in 1996. Labs occupy the center core of the building, and administrative offices, rest rooms and common areas occupy the perimeter. The building was originally designed and built with Direct Digital Control (DDC) HVAC controls with variable air volume HVAC system serving the core of the building and constant air volume HVAC system serving the perimeter of the building. However, the building was commissioned as a constant volume system and has been running as such ever since. The HVAC system serves both lab and office spaces from air handling units located in the attic level of the building. At which the air handling coils are original to the building and are beyond their life expectancy. NIST HVAC shop technicians are making every possible effort to braze (patch) multiple holes on these coils. After, multiple site visits to analyze current conditions. It was determined that replacing the coils is beyond HVAC shop ability and it will need to be contracted.

Objectives

This contract shall provide the labor and materials to replace the cooling and heating coils listed under scope of work.

Scope Replacing the cooling water coils air handling unit AHU-1-1 and associated piping connection up to the cooling water supply and return valves. Replacing the heating hot water coils air handling units AHU-1-1, AHU-1-2, AHU-2-1, AHU-2-2, AHU-3-1, AHU-3-2, AHU-4-1, AHU-4-2, AHU-6-1, AHU-6-2, AHU-7-1, and AHU-7-2 and associated piping connection back to the steam and steam condensate valves. There are 4 qty cooling coils and 4 qty heating coils for the lab unit AHU-1-1. Also, 4 qty heating coils for the lab units AHU-1-2 through 4-2 each. There is 1 qty heating coil for the office units AHU-6-1 through 7-2. The total cooling coils are 4 qty, and the total heating coils are 36 qty. All needs to be replaced to maintain temperature set point throughout the building.

The contractor shall provide all parts, labor, tools, equipment, materials, supplies, transportation, supervision, administration, management, and incidentals necessary to meet the objective of this contract mentioned above. All work shall comply with Federal, State, and Local requirements, as well as the current editions of the International Building Code (IBC), ASHRAE Design Guide: Fundamentals, Systems, and Performance, and all other up to date applicable codes.

Tasks The following is a list of tasks necessary to perform this work. This list is not an all-inclusive list of every sub-task necessary but is intended to document the major tasks necessary for bidding purposes. Please refer to the attached documents for additional details.

1. Preform field verifications and confirm the cooling and heating coil size required for all units to match existing.

2. Provide and install new cooling and heating coil for units listed/described above.

3. The contractor shall perform testing and balancing depending on the specifications of the selected similar cooling and heating coil. Contractor to perform air and water balance for all units.

4. Insulate piping components with rotting or missing insulation to match existing insulation.

Requirements

1. Prime Contractor shall employ a Superintendent, with decision making authority, to be on site at all times any work is being performed.

a. Provide verification of employment with Prime Contractor

2. Prime Contractor to perform work as defined in the Construction Specifications for pavement and piping as provided by NIST OFPM.

3. Daily reports shall be provided to the COR by the Prime Contractor for the duration of this project. Reports shall be in Word or PDF format and shall be emailed to the COR within five (5) business days of the end of each workday. Reports shall contain at a minimum the following items:

a. Date work was performed

b. Weather and temperature during that day

c. How many employees of each trade were on site

d. What equipment is on site

e. What work was performed that day with quantities (i.e. square foot, linear feet, or number) of completed items

f. Various pictures of each task being performed Deliverables The Contractor shall submit their Activity Hazard Analysis (AHA) and all Material Data and Product Submittals to:

Only Government employees may grant access to non-Government employees. All non-Government employees must be registered with security prior to site access. Contractor shall notify COR a minimum of 48 hours prior to site access. Contractor shall provide COR with first and last names, country of citizenship, and whether the individual has a permanent resident card, (a.k.a. Green Card), of all personnel requiring site access. If any individuals are here on a work visa, they will need to complete a NIST 1260 form and return to the COR. Automobile & Personnel Access:

Contractor personnel arriving in cars on their first day must check in at the visitor center to receive a temporary paper badge prior to proceeding to the project site. Hours of operation of the visitor center are 0600-1700. Once in possession of a valid NIST badge, workers may enter via the Main Gate or Gate “C” and proceed to the project site. Note that all automobiles are subject to a random inspection.

Trucks: All Trucks are to enter NIST via “C” Gate along Quince Orchard Rd. between 6:00 am and 3:30 pm daily, and at the main gate off of W. Diamond Ave. between 3:30 pm and 4:30 pm. No deliveries will be allowed after 4:30 pm. “Trucks” include such vehicles as pick-ups with storage compartments, delivery trucks, delivery vans, and tractor center. Trucks arriving through Gate C will be directed to the Building 301 Truck Inspection Station. At Building 301, trucks will be registered, inspected, and the drivers will be granted access. Any truck which exits the installation will have to be re-inspected upon re-entry at Building 301. A vehicle dashboard placard will be placed within the truck. Placards change daily.

NIST Truck Inspection Stations hours are:

6:00am -3:30pm at Building 301 3:30 pm – 4:30pm at “A” Gate – (Main gate)

Other Unique Requirements Prospective contractors must be registered in the System for Award Management (SAM).

Place of Performance The National Institute of Standards and Technology at its main campus located at 100 Bureau Drive, Gaithersburg, Maryland.

Period of Performance The Contractor shall have a maximum of six months from the date of notice to proceed to complete all necessary work.

Invoicing All invoices submitted shall include a copy of the certified payroll being invoiced for. Any invoice submitted without certified payroll will automatically be rejected.

Upon submitting the final invoice, the contractor shall include a release of claims with the final invoice. A final invoice received without a release of claims statement will be rejected.
