About this file
This is a Small Business Subcontracting Plan attachment required for the RFP GMU-KS0501-26 Residential & Commercial Property Management Services solicitation issued by George Mason University's Auxiliary and Operations/Real Estate Department for properties located in Arlington, Virginia (commercial) and residential properties in Fairfax and Manassas, Virginia. All offerors must complete and submit this attachment with their proposals to be considered responsive. The RFP offers two separate scopes of work: Scope 1 for Residential Property Management Services and Scope 2 for Commercial Property Management Services, with offerors able to propose on one or both scopes. Proposals must be submitted through the Bonfire platform.
The Small Business Subcontracting Plan requires offerors to indicate whether they will complete all work in-house or utilize subcontractors. Offerors certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD) as small businesses, micro businesses, women-owned businesses, minority-owned businesses, or service-disabled veteran-owned businesses must provide their certification number and date in Section A. Offerors planning to use subcontractors must complete Section B, detailing up to five subcontracts with company names, DSBSD certification information, contact details, work descriptions, and the dollar value or percentage of the initial contract term allocated to each subcontractor. The plan emphasizes that proposed small business participation percentages or dollar values will be incorporated into the final contract as binding requirements, and failure to meet these targets may constitute a breach of contract.
