About this file

This file is an attachment detailing a LiDAR test site layout and available infrastructure for a Wake Turbulence Research project at the Volpe Center in Burlingame, California. The document provides a comprehensive site diagram with precise measurements, infrastructure capabilities, and installation requirements for a test LiDAR system. Key site specifications include a fully enclosed area with a 6-foot fence, vehicle access through a security gate, and available power and networking infrastructure. The site can support one 120V/15A circuit, offers 1 Gbps Ethernet connectivity, and provides approximately 300 Mbps symmetric internet access. The test LiDAR should be positioned near the existing WindTracer, with a scanner height of at least 6.5 feet to clear obstacles, and potential tree trimming may be required.

The associated federal contract opportunity is a combined synopsis/solicitation issued by the U.S. Department of Transportation's Volpe Center, in coordination with the FAA's Wake Turbulence Program Office. The solicitation (No. 6913G625Q300052) seeks a service provider to evaluate a new scanning pulsed LiDAR system through a side-by-side data collection campaign with an existing WindTracer LiDAR. The project will take place at the Volpe Site, with a site visit scheduled for October 15-16, 2025. The procurement is classified under NAICS Code 541990 with a small business size standard of $19M, and will be conducted under FAR Parts 12 and 13 for commercial items and simplified acquisition procedures.

LiDAR Evaluation for Wake Turbulence Research SFO Lidar Test Site Layout and Available Infrastructure August 25, 2025

Site Diagram

Notes (1/2) Site is surrounded by fencing (at least 6’ tall) on three sides and abuts a building on one side – so fully enclosed by fencing / wall Vehicle access to site is available through manned security gate to the exterior of the site, and direct access to site is available through the gate in the security fence as indicated on the diagram

Notes (2/2) Area available for use (controlled by the Volpe Center) is space colored in white Dimensions given as US customary with cm approximation in parentheses Diagram depicts current positioning of objects; some items are movable and some are not (indicated on diagram) Test LiDAR would ideally be positioned as close as possible to the WindTracer (e.g. where the scanner crate is currently sited) Test LiDAR will need to have scanner positioned to clear the approximately 6 inch curb + 6 foot fence on top of the curb = at least 6.5 feet (198 cm) above ground, but clearance should be added to ensure beam is not intersecting any obstacles Ideal height would approximately match WindTracer, but we understand this may not be feasible If proposed siting of the Test LiDAR requires trimming of the tree to the north of the Volpe Site (see following pictures), the contactor should include this information in their proposal; trimming of the tree may or may not be possible and the Volpe Center will need to coordinate this effort

Photo 1

Photo taken from outside the fenced-in area at the west corner (lower left in the diagram).

Visible objects are the WindTracer enclosure and trailer and the Transceiver Crate.

Note: vegetation visible behind the WindTracer (at the east corner of the fenced-in area; upper right in the diagram) has been removed, but recall that there is vegetation in the north (upper left) corner (not pictured), as depicted in the diagram.

Photo 2 Photo depicting the Scanner Crate on the diagram, between the WindTracer trailer and the building. The 6’ fence (on top of a 6” curb) is visible in the background.

Note: This photo depicts the present-day view accurately. The vegetation that was present when Photo 1 was taken is removed.

Photo 3

Photo taken from inside the fenced-in area showing the WindTracer enclosure as well as the corner of the Transceiver Crate.

Any supporting equipment that needs to be in a conditioned space would need to be located within the WindTracer enclosure.

Infrastructure Information

Infrastructure Details (1/2) Power:

The Volpe Center can definitely support the following power requirements without additional infrastructure installation:

1x 120 V / 15 A circuit If the Test LiDAR has other power requirements, the proposal must include information about what they are so that the Volpe Center can evaluate the availability of infrastructure Networking:

The Volpe Center can provide Ethernet connectivity from the WindTracer Shelter to the Test LiDAR via a 1 Gbps Ethernet link (useful if, e.g. the Test LiDAR operates using a control computer) The Volpe Center can provide internet connectivity to the Test LiDAR with an approximately 300 Mbps symmetric internet connection; however, if it is possible to operate the Test LiDAR with an independent internet connection, that would be preferable If an external connection over the internet to the Test LiDAR is required, and the Volpe Center needs to provide internet access to the Test LiDAR, the proposal should include the ports and protocols required to support remote access

Infrastructure Details (2/2) Other:

If the Test LiDAR requires additional support equipment (e.g. a computer to control the Test LiDAR), the proposal should include the nature of the support equipment and its power and networking requirements The Volpe Center can provide a limited amount of space in the WindTracer enclosure, which is temperature and humidity controlled to approximately 70° F / 21° C and 50% relative humidity image9.png image10.png image11.jpg image12.jpeg image13.jpeg image1.png image2.svg
