About this file
This is an Invitation to Bid (ITB No. 25-83101601-ITB) issued by the Florida Department of Management Services (DMS) for a statewide Natural Gas Supply contract. The purpose is to provide state agencies and eligible users with a comprehensive natural gas supply solution, with a contractor responsible for scheduling and delivering natural gas across Florida. The contract requires the selected contractor to have a minimum daily capacity of 2,100 MMBtu of natural gas, maintain compliance with Florida Gas Transmission Company (FGT) service agreements, and handle all regulatory filings and transportation arrangements. The contract will involve baseload and swing natural gas purchases, with specific nomination and confirmation processes for gas delivery.
Pricing for the contract will be based on a firm markup percentage added to the cost of natural gas, with the base price determined by the U.S. Energy Information Administration Natural Gas Supply Weekly Update. The contract includes detailed provisions for invoicing, which must include specific line items such as index price, fuel fees, usage fees, and total unit pricing. Financial consequences are built into the contract, with penalties of $250 per day for late quarterly sales reports and $100 per day for late transaction fee reports. The contract also includes provisions for imbalance tolerance (+/- 10%), turnback gas credits, and specific requirements for compatibility and compliance with existing infrastructure and regulatory standards.
