All facilities must be ADA-compliant, non-smoking, and collocated within a 5-10 minute walking distance or short shuttle ride. The pricing structure includes CLINs for training packages with lodging (440 daily units) and without lodging (580 daily units), plus monthly storage fees (12 monthly units), for the base year and four option years. Technical evaluation emphasizes facility amenities, management structure, technical capabilities, logistical support flexibility (particularly short-notice scheduling capability), and past performance on similar contracts; cost or price is the secondary evaluation factor. SECTION 1

SOLICITATION CONSIDERATIONS

SYSTEM FOR AWARD MANAGEMENT

This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov.

TRADE AGREEMENTS ACT (19 U.S.C. 2512(A)) (TAA)

Pursuant to the Trade Agreements Act (19 U.S.C. 2512(a)) (TAA), Federal acquisitions of supplies may be made only from offerors that shall supply products of an eligible country under any of the free trade agreements entered into pursuant to the TAA. An article is considered a product of a country only if it is wholly a product of that country or if it has been, substantially transformed, in that country into a new and different article of commerce with a name, character, or use distinct from that of the original article(s). Note that any item that is a discreet article as it is sold in commerce, regardless of its ultimate function or use, cannot be considered, substantially transformed, and based solely on its integration into IT or other systems

UNAUTHORIZED DISCLOSURE

The Contractor and its employees shall exercise the utmost discretion concerning all matters relating to their duties and functions. They shall not communicate to any person any information known to them by reason of their performance of services under this contract, which has not been made public, except in the necessary performance of their duties or upon written authorization of the Contracting Officer.

All documents and records (including photographs) generated during the performance of work under this contract shall be for the sole use and become the exclusive property of the U.S Government. Furthermore, no article, book, pamphlet, email, recording, broadcast, speech television appearance, film or photograph concerning any aspect of work performed under this contract shall be published or disseminated through any media without the prior written authorization of the Contracting Officer. These obligations do not cease upon the expiration or termination of this contract. The Contractor shall include the substance of this provision in all contracts of employment and in all subcontracts hereunder.

SECTION 2

SUBMISSION INFORMATION PERTAINING TO REQUEST FOR QUOTE

INFORMATION TO CONTRACTOR

Contractors are reminded that information furnished under this Request for Quote (RFQ) may be subject to disclosure under the Freedom of Information Act (FOIA). Therefore, all items that are confidential to business or that contain trade secrets or proprietary or personnel information shall be clearly marked. Marking of items shall not necessarily preclude disclosure when Department of State (DOS) determines disclosure is warranted by FOIA. However, if such items are not marked, all information contained within the submitted documents shall be deemed releasable.

QUESTIONS CONCERNING THE REQUEST FOR PROPOSAL

Offerors are warned against contacting any INL personnel other than the Contracting Officer and Contract Specialist prior to award of the Contract resulting from this RFQ. If such contact occurs and found to be prejudicial to competing vendors, the vendor making such contact may be excluded from award consideration.

No information concerning this RFQ shall be provided in response to telephone calls. All such requests shall be submitted in writing via email.

PERIOD OF ACCEPTANCE OF OFFERS

All Quotes must be valid for 90 days from the closing date for this solicitation. Contractors shall agree, if the proposal is accepted within ninety (90) calendar days (unless a greater period is inserted by the contractor) from the date specified in the solicitation for receipt of proposals, to furnish any or all of the requirements upon which prices are proposed at the price set opposite each item, performed and/or delivered at the designated point(s) within the time specified. No exceptions or qualifications

CONTRACTOR RELATIONSHIPS

The Department of State (DOS) encourages the use of subcontractors. In addition, the Department requires that any potential Organizational Conflict of Interest be identified in the proposal to ensure proper firewalls established prior to award.

MULTIPLE PROPOSALS/ALTERNATIVE SOLUTIONS

Contractors shall not submit, nor shall the Government accept or evaluate, multiple proposals offering alternative solutions. Contractors shall not submit, nor shall the Government accept or evaluate, multiple solutions within one proposal.

GENERAL REQUIREMENT

The Government contemplates awarding a single award Firm Fixed Price contract based on a per person daily rate to a responsible vendor who best satisfies the Government’s requirement. This solicitation seeks proposals to meet its requirements as defined below.

No additional sums will be payable due to any escalation in the cost of materials, equipment, or labor, or because of the Contractor’s failure to properly estimate or accurately predict these prices or difficulty of achieving the results required by this contract. Nor will the contract price be adjusted due to fluctuations in the currency exchange rates. The price shall include all direct and indirect costs, profit, shipping/delivery charges, export requirements, and insurance. The price will not be subject to adjustment after award.

SECTION 3

QUOTE SUBMISSION FORMAT AND REQUIREMENTS

INFORMATION AND REQUIREMENTS

In order to receive an award, vendors must be registered in the System for Award Management (SAM.gov). All responsible vendors that submit proposals pursuant to the requirements outlined in this document shall be considered by INL.

GOVERNMENT POINT OF ENTRY

This solicitation is posted to SAM.gov.

FORMAT FOR TECHNICAL AND COST/PRICE QUOTATION

File Format Requirements Vendors’ technical proposals / price quotations shall:

• Be viewable in either: Microsoft Word, Excel, PowerPoint, Adobe (as applicable and appropriate).

• Limit the number of pages to no more than thirty (30), 12 Point Font (excluding information on Past Performance and References).

Vendor shall be limited to no more than five (5) separate digital files for a proposal package.

FORMATTING REQUIREMENTS:

Contractors shall submit one electronic copy of Volume I (Technical Quote) and Volume II (Cost/Price Quote). Volume I shall be on a separate electronic file from Volume II. Please refer to Section 5 “Basis of Award and Evaluation Criteria” for award specifics.

At a minimum, the package should include Volume I, Volume II, Past performance, and References.

Proposals that include only the information found in the solicitation (e.g., copied/pasted) will not be considered a complete proposal.

Unique Entity ID and SAM: Include Unique Entity ID (UEI) number and statement that the vendor is registered in SAM as appropriate business type under referenced NAICS code. (See section 4 “SOW”)

Warranty: Should a warranty be required, a complete description of all warranty terms and conditions must be included in the proposal.

Product Images Required – Yes/No: YES If marked “YES,” the vendor must provide color photographs, clearly depicting the items described in “APPENDIX A” of this solicitation. This requirement does not apply to Line Items that do not reference physical products incapable of being photographed, such as training services or warranty. The USG reserves the right to conduct a site visit(s).

Government reserves the right to disqualify offerors that do not submit all required documentation, otherwise do not comply with the above proposal restrictions, or any other requirements outlined in this document.

SECTION 4

STATEMENT OF WORK (SOW)

INL Domestic Training Facilities and Services

DESCRIPTION OF SERVICES/INTRODUCTION

The contractor shall provide all facilities, personnel, materials, and non-personal services necessary to meet the requirements as defined in this Statement of Work (SOW). The following SOW outlines the goals, requirements, and instructions for a contract between the Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL) and a chosen offeror (the contractor) to provide a facility for INL’s Pre-Deployment Training Program (PTP) and other training as needed for the Office of Security Accountability and Operations (SAO) (INL/SAO) and/or other INL training programs.

BACKGROUND

The U.S. Department of State is the lead institution for the conduct of American diplomacy, and the Secretary of State is the President’s principal foreign policy advisor. The Department of State’s mission is to advance U.S. national security interests, fight terrorism, protect U.S.

interests abroad, and implement foreign policy initiatives that build a safer, more secure, and prosperous America.

INL keeps Americans safe by countering crime, illegal drugs, and instability abroad. INL strengthens the police, courts, and corrections systems of strategic countries abroad to reduce the amount of crime and illegal drugs reaching U.S. shores.

In INL/SAO/AT the Office of Security Accountability and Operations Training Division is dedicated to delivering excellence in internal-to-INL and foreign assistance-related training.

Their mission is to empower INL with the knowledge, skills, and opportunities to accomplish our mission. SAO/AT accomplishes this through training, professional development, including existing programs such as pre-deployment training for INL advisors.

INL deploys trainers and advisors in law enforcement, corrections, and justice globally to advance the Secretary’s agenda. Advisors and trainers receive pre-deployment training aimed at addressing issues such as mass migration, the influx of fentanyl and other drugs, and disrupting the activities of transnational criminal and foreign terrorist organizations that affect the United States. This contract facilitates the training program by providing sufficient space for effective learning prior to their deployment.

SCOPE

The vendor shall provide ALL items stated under APPENDIX A, TECHNICAL SPECIFICATION OF ITEMS of this RFQ.

TYPE OF CONTRACT

The Government contemplates awarding a single award Firm Fixed Price contract based on a per person daily rate to a responsible vendor who best satisfies the Government’s requirement. This solicitation seeks proposals to meet its requirements as defined below.

Items outlined under Appendix A Technical Specification of Items below, shall meet or exceed the salient characteristics as detailed. Vendors submitting a response to this solicitation certify that they meet the criteria of the Set Aside under NAICS 721110- Hotels (except Casino Hotels) and Motels. The size standard for NAICS 721110 is $40,000,000.

PERIOD OF PERFORMANCE

The period of performance will be a one-year base period beginning from the date of award with four one (1) year option periods.

PLACE OF PERFORMANCE

The principal place of performance for this contract shall be in the Washington, DC region.

EFFECTIVE PERIOD OF CONTRACT

This contract shall be effective on the date of the Contracting Officer's signature and shall remain valid until all services have been rendered.

SET-ASIDE

This acquisition is Total Small Business Set-Aside.

SUPPLIES AND PRICES

The Contractor shall provide to the U.S. Government the services as described in the specifications for the stated Best Value Firm Fixed contract price.

SECTION 5

BASIS OF AWARD AND EVALUATION CRITERIA

BASIS OF AWARD

The Government anticipates issuing a contract to the Vendor whose Quote provides the Best Value to the Government, price, and other factors considered.

The Government intends to evaluate proposals and award a contract without discussions with offerors; reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary; and reserves the right to eliminate from consideration for award any or all offers at any time prior to award of the contract.

ACQUISITION METHOD

FAR 13.5 – Simplified Procedures for Certain Commercial Items.

FAR 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services

As such, formal debriefings will not be conducted.

EVALUATION FACTORS: BEST VALUE

The Government contemplates the award of a firm fixed price daily rate/person contract to the responsible Offeror whose offer conforms to the requirements of the solicitation and is evaluated as being the most advantageous to the Government, cost or price and other factors considered.

The Government will award based on a best value determination and the Government’s best interests. Technical merit is more important than cost or price. The award will not be automatically determined by numerical calculation or formula relationship between cost or price and technical merit. As technical merit of the offerors’ proposals becomes more equal, the evaluated cost or price may become the determining factor.

The Contracting Officer shall determine what trade-offs between technical merit and cost or price promises the greatest value to the Government, cost or price and other factors considered.

The Department reserves the right to make award without discussion. However, discussions, if held, will be in the form of written questions, to which the offerors will be required to respond.

As part of the evaluation, DOS may request a tour of the facility and an oral brief from each proposer.

Evaluation Factors and Methodology

The Technical Evaluation Factors (i.e. non-Cost/Price) will be evaluated using an adjectival (Outstanding, Acceptable, Marginal, Unacceptable) rating scheme. The Non-Technical Evaluation Factor (i.e. Cost/Price) will be evaluated as detailed in this section. An “Unacceptable” rating in any factor will result in the elimination of an offeror’s proposal from consideration for award.

The following evaluation factors listed in descending order of importance apply to this solicitation and will be used to evaluate the offer:

1. Facility amenities/suitability, management structure, technical capabilities and logistical support

2. Past Performance

3. Cost/Price

For this solicitation, technical merit is more important than cost/price.

Technical Evaluation Factor 1: Facility amenities/suitability, Management Structure, Technical Capabilities, and Logistical Support

Facility - The offeror shall submit a clear and complete description of the facility to include photographs (photos can be included as an attachment and will not count toward 30 max page limit) of the structure, classrooms, storage space, and any and all provided amenities. In addition, size and capacity of the facility needs to be adequately depicted. Provide a narrative describing how the facility meets the “Technical Specifications of Items” in Appendix A.

Management - The offeror shall provide a complete description of its management structure and organization that will be responsible for INL and contract support, reporting, and accountability purposes. In addition, the offer will demonstrate how 1 or 2 management or supervisory employees will be designated as the first level of contact for any issues or concerns raised by INL. The offeror shall provide sufficient staff to manage and coordinate all aspects of the facility to include administrative and IT support, janitorial staff, and maintenance of all facilities and equipment provided as part of the proposed site.

Technical Capabilities - The offeror shall be able to demonstrate its capability of providing high quality technical support as related to audio-visual, Internet/WiFi, and other multi-media devices associated with training content delivery.

Logistical Support - The offeror shall detail how it will meet INL’s logistical requirement for providing large to small training classrooms, overlapping instructional sessions, and short notice training needs. Also facilities maintenance capabilities will need to be explained for purposes of dealing with power outages and other facilities related maintenance problems.

The Government reserves the right to physically visit and inspect the proposed facility as part of this evaluation process.

The Government will use the following adjectival ratings to evaluate the Facilities, Management, Technical, and Logistical Support Factor:

Management Approach and Technical Capabilities

Rating Description

Outstanding Offeror meets all of the following criteria: Demonstrates excellent understanding of requirements and proposes a facility which shows exceptional capacity to meet the Government's requirement and that will significantly benefit the Government; has no deficiencies or weaknesses.

Acceptable

Offeror meets all of the following criteria: Demonstrates adequate understanding of requirements; meets the Government's minimum requirement for the facility and management; has no significant weaknesses and no deficiencies.

Marginal

Offeror has one or more of the following deficiencies: Demonstrates shallow understanding of requirements; does not fully meet facility minimum requirement or standards; has one or more major weakness or deficiency which is/are correctable without major changes to the proposal.

Unacceptable

Offeror has one or more of the following deficiencies: Demonstrates a lack of understanding of requirements; fails to meet facility/capability standards; has a major weakness or deficiency which cannot be corrected without major changes to the proposal.

Technical Evaluation Factor 2: Past Performance

Proposal Requirement Instructions:

The offeror shall substantiate (IAW Appendix B) that it has recent experience in performing the required work and demonstrate how their past and present experience validates that it will provide expected performance and customer satisfaction.

The offeror shall provide a minimum of two (2) and a maximum of three (3) Past Performance Contract Profiles that are directly relevant to the required effort and are of similar size (dollar value), scope (substantially similar services) and complexity (degree of difficulty). [See Appendix B for Past Performance instructions].

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will be given a rating of neutral.

Evaluation Criteria

The offeror’s past performance evaluation will examine how the offeror’s past and present experience/performance validates expected performance and customer satisfaction based on the information provided by the offeror’s references and other government sources. The past performance evaluation will examine the offeror’s Past Performance Contract Profiles and the offeror’s actual experiences/performance in work of similar size, scope, and complexity of efforts and actual results achieved during performance.

The Government may consider all information available on the offeror’s experience and past performance. This will include information that is in addition to that which is provided by the offeror. The Government reserves the right to interview the clients identified by the offeror and may interview other clients of whom the Government is aware.

The Government will use the following adjectival ratings to evaluate the Past Performance factor:

Unacceptable Does not meet the criteria for marginal. Based on the offeror’s past performance, substantial or extreme doubt exists that the offeror will successfully perform the required effort.

The contractor shall provide:

1. A completed Cost/Price Table to this RFQ (using Microsoft Excel), with dollar values carried out to two decimal places; Proposals should include the daily unit rate and total costs for the Base and Option Years (as detailed in the proposed CLIN structure below).

A breakout spreadsheet (Excel) should be provided detailing the costs that make up the Fixed Price CLINs. The Daily meeting package rate per person will be utilized for local training/trainers without lodging cost or requirement. The Daily meeting package rate shall include training space, transportation, and meals. The Complete meeting package, using a daily per person rate, will include all costs association with lodging during the trainees stay, training space, transportation, and meals.

Evaluation Criteria

The principal basis for evaluating price as a factor for award under this solicitation will be an evaluation of the reasonableness of the offeror’s respective overall proposed prices. The Government will conduct an evaluation to determine ultimately that the final agreed-to overall price is competitive, fair and reasonable.

APPENDIX A

TECHNICAL SPECIFICATIONS OF ITEMS

OBJECTIVE

The objective of this contract is to provide INL/SAO with a facility and training support services, capable of supporting INL’s training program. The facility shall include, classroom space, separate workspace for INL and contract personnel, secure, properly equipped (shelving, bins etc.) space to store equipment and supplies, lodging, food service, recreational facilities that shall include a gym or other leisure space to support and available during non-classroom hours.

SUBSTANTIVE REQUIREMENTS

The contractor shall fulfill the following substantive requirements:

• The facility shall be located within a maximum 25 miles driving distance from the US

Department of State, 2401 E Street, NW, Washington, DC 20037 to facilitate involvement by Department of State staff and other subject matter experts and oversight of training operations by INL staff. It shall also be within 25 miles driving distance of an international airport that can facilitate flights to our program destinations. Either the lodging or training facility should provide shuttle service to the airport.

• The Daily meeting package rate per person will be utilized for local training/trainers without lodging cost or requirement. The Daily meeting package rate shall include training space, transportation, and meals.

• The Complete meeting package, using a daily per person rate, will include all costs association with lodging during the trainees stay, training space, transportation, and meals.

• All facilities specified below shall be collocated at the training venue within a 5–10-minute walking distance, or short shuttle ride, from the classroom facility. Transport must be included if a shuttle ride is required.

• The facility shall have a minimum of 15 non-dedicated parking spaces available for instructors, DoS contractors and DoS staff. Parking space for students will not be required.

• If there is not a Metro stop with two miles of the training facility, the facility shall provide shuttle service to the nearest Metro station.

• All facilities shall be non-smoking, shall be Americans with Disabilities Act (ADA) compliant and shall comply with all applicable codes and standards regarding heat, ventilation and air conditioning (HVAC), electrical, mechanical, plumbing and life and health safety systems.

• The facility shall have staff who manage housekeeping and facilities maintenance matters such as minor repairs, adjusting room temperature, pick up of trash and garbage, cleaning, landscaping, etc.

• The facility will have the capacity to accommodate approximately 50 to 300 trainees each year. Typical lodging requirements would be approximately 6 -10 students per month.

Classes are typically 5- 8 days in duration; however, Offeror should be prepared to provide space for additional large courses lasting up to 2 weeks in duration with 4 iterations per year to accommodate additional INL Programs.

• The INL space described below will be required one day prior for set up and course preparation and one day after the training session.

• Classrooms, lodging, food service, workspace and other requirements directly related to training will be on an as needed basis.

• Except in unusual circumstances, INL will strive to schedule classes at least 30 days in advance.

GUEST ROOM REQUIREMENTS

• The facility shall have sufficient guestrooms, either on site or at location within 5-10 minutes walking distance of the classroom facility, or within a 5-mile shuttle distance, to lodge up to 25 students at one time, though possibly up to 50 for large trainings, as coordinated in advance with INL.

• Guestrooms shall be private (one person/room) and at a minimum 170 sq. excluding closets and bathroom.

• Guestrooms shall be non-smoking, secure and contain private full bathrooms, all bedding, towels, bed, TV (19 in. minimum).

• Guestrooms shall have a phone, high speed internet access, closet and dresser.

• Guest rooms shall be furnished with a desk or writing table, chair and adequate lighting, a night table and bedside reading light and other accommodations typically found in hotel rooms.

• At a minimum, clean towels and soap shall be furnished daily. Linens shall be changed twice weekly, maid service shall be furnished twice weekly, excluding weekends.

Mattresses, linens and towels must meet a minimum “hotel quality” standard.

CLASSROOM/TRAINING SPACE REQUIREMENTS

• The facility shall be capable of accommodating classes up to 50 participants plus 5 instructors and staff at any given time, for up to 2 training classes per month. The facilities shall be able to accommodate classes lasting from 3-14 days. Each training class requires one larger room and three breakout/smaller rooms that would allow for separate simultaneous instruction.

• INL expects to host and train no less than 8 but no more than 15 classes per year and requires one classroom for 6 but could require space for up to 50 students, and staff with an additional 1-2 breakout rooms.

• The offeror will also provide 2 small rooms to fit 4 people for one day during classes.

These will accommodate an interviewing process.

• All classrooms shall have sufficient table or desk space for each student and instructor plus up to 4 INL and other staff. Tables should have wheels to support ease of movement during classroom set-up and instructional activities. Chairs in the classroom must be adjustable and comfortable to sit in for up to an 8-hour instructional period (banquet chairs are not acceptable).

• Classrooms shall be equipped with adjustable lighting. The room shall also have whiteboards, a computer with DVD/USB playing capability, a projector (projecting at a minimum of 4000 lumens) with screen that is sufficient for viewing from all areas of the classroom, a speaker system, flip charts with easels and markers and ample electrical outlets. The classrooms shall also be equipped with internet capability (high speed wireless and Ethernet) with wires/cables to plug into a laptop or other instructional hardware added to the A/V equipment. INL will need access to a minimum of 2 DVD/USB capable computers and projectors or monitors to accommodate simultaneous instruction in different classrooms. Each classroom’s A/V/electronic equipment must be compatible, consistent and interoperable. The facility shall have on-site or on-call (available within 1 hour) professional and technical staff to assist with set up and any technical difficulties that may arise with internet, computers, projectors, and other electronic equipment.

STORAGE /TRAINING STAGING AREA

• The offeror must provide space for the storage of training materials when class is not in session.

• The area will need to include a large, climate controlled, lockable and secure area with shelving and cart storage capacity to accommodate training materials. The area must have a table, workspace for staff to stage training course materials. The space must be located within the facility for easy access by training staff. Items needed to be stored include but are not limited to flags, maps, tablecloths, banners, laptops, electronic tablets, monitors, handout materials, notebooks, folders, pens, pencils, etc.

WORKSTATION

• To support training a workstation area must be equipped with, at a minimum, 3 computer workstations (desk and chair), a high-speed wireless internet connection, and Ethernet connection. The workspace must be available up to two days before a class and one day afterwards. This space will be used by contractor staff for administrative purpose when training is being conducted.

• Workstation computers will be connected to a network copier, printer, and scanner located and readily accessible to INL staff during normal work hours. The copier shall be capable of making two-sided color copies, collating, and stapling.

• A copy and FAX machine will be available for use in a location convenient and accessible to INL staff during normal working hours.

FOOD SERVICE

• The facility shall provide three meals per day per student. The kitchen and dining room must be capable of preparing and serving meals for the entire cadre of students and day rate instructors simultaneously.

• Meals provided shall be healthy, nutritious and in compliance with USDA Dietary Guidelines for Americans.

• The facility shall be capable of providing box lunches for students engaged in field Training (when ordered in advance), and late evening snacks until 2200 hours (vending machine service is acceptable for snacks).

• The facility shall provide mid-morning and mid-afternoon drinks and snacks for Students when classes are being conducted.

• Food preparation and service shall be in compliance with Federal, State and local standards and sanitation/health codes.

RECREATION AND LEISURE FACILITIES

• The offeror must provide a Lounge Space/Common area located within a reasonable walking distance of the housing, living area.

• The lounge space shall be open at minimum from 1600 to 2200 hours daily.

• The lounge shall be equipped with informal furniture and at least one TV set having a screen no smaller than 28 inches (diagonal).

• Within the lodging facility there shall be at least two internet work stations and/or wireless internet capability for trainees.

• The facility shall have a gymnasium equipped for both resistance and aerobic training and be available within a reasonable walking distance of the lodging quarters. The facility shall be open to meet the needs of the trainees, from at least 0700 to 2200 hours weekdays, 0800 to 2200 hours on Saturdays, and 1000 to 2200 hours on Sundays.

• The facility should offer a shuttle service to shopping areas. During INL’s training many times students learn of items they may need to take with them before deploying overseas.

This shuttle service will provide them the opportunity to do some last-minute purchasing before leaving country.

OTHER FACILITIES AND SERVICES

• Laundry Facilities – The offeror shall provide a laundry area with at least three washers and dryers. Access shall be on a 24-hour basis. A daily laundry service is also acceptable.

• Security Support – The offeror shall provide adequate security to prevent vandalism, theft and/or violence within the confines of the facilities. A copy of contractor’s rules, regulations and procedures for providing such security shall be provided to DoS.

OTHER FACTORS

• INL will provide a training schedule for each 3-month period, no less than 30 days prior to the beginning of training. However, flexibility in scheduling and the ability to respond on short notice will be a critical component of a successful proposal. INL will provide notice of requirements a minimum of two weeks prior to class start times. The facility must be able to make space available given just 2 weeks’ notice.

• Due to the variable nature of INL training programs, it is important the offeror not strictly adhere to a minimum number attendee requirements needed to reserve space.

• During inclement weather, classes will follow the U.S. Office of Personnel Management guidance (OPM) on delays and closings. The offeror should submit their facility’s inclement weather delay and closing policy as part of the offer.

REPORTING

• The Contractor shall meet with the INL Training staff once a month to coordinate training and facility issues if training is not underway.

• If training is being conducted, the contractor and INL Training Staff shall meet weekly as issues arise to effectively manage the services and facilities. The Contractor is expected to provide and maintain open, timely, and effective communications with INL, resulting in a relationship that proactively addresses potential problems with flexible and workable solutions.

• The contractor shall provide INL with monthly reports detailing services provided, issues raised, and resolution to problems.

The offeror(s) shall provide client references capable of documenting the offerors’ performance on similar contracts – similar to the complexity and scope of services of this procurement. The offeror(s) shall submit three references which shall consist of present or past clients within the last 36 months. Client Reference must be as a Prime Contractor.

The offeror(s) shall provide the following information for each client reference:
