1 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

There is a current contract in place that is set to end in March 2026 - 191NLE20C0023.

2 As a third party contractor, is there a restriction to bid not he project?

Are we allowed to present multiple hotels?

This solicitation requires registration with the System for Award Management (SAM) and the entity submitting a response to this solicitation certify that they meet the criteria of the Small Business Set Aside under NAICS 721110- Hotels (except Casino Hotels) and Motels. The size standard for NAICS 721110 is $40,000,000.

No, proposals should put forth the facility that best meets the requirements listed in Appendix A of the SOW. Proposals can include partnerships but the proposal should be for one solution that meets the requirements. Please reference Attachment A, section 2, page 5:

MULTIPLE PROPOSALS/ALTERNATIVE SOLUTIONS

3 In the bid description of rooms and space needs the numbers are written as:

My question: Is this the expected number throughout the year or are all specified attendees present at the same time?

Each course session is typically for 5 days with participants on site. Each session has an average of up to 30 attendees per session. The quantities of daily rate(s) listed for the year are 440 (daily rate with guest room) and 580 (daily rate without guest room), and these make up the total number of individual daily rates for the participants for the year.

4 To clarify, we see multiple numbers for the guest count.

Classes are 6-10 guests and 3-14 days events. But some sections mentions 50 guests. Also year total is 440 and 580

Is there.a chance for multiple classes being held at the same time?

If a hotel doesnt have a shuttle system at all, do we have to make an arrangements to do airport service to pick up guests?

300 guests mentioned is for the year not per event, or some events will be up to 300 guests?

Yes, it is possible.

Yes, shuttle transportation is a requirement to an international airport.

For the year, however, must be able to accommodate a surge or additional courses based on changing or different priorities (not to exceed the max yearly quantity of 440/580 total daily rates – not at one time). Offeror should be prepared to provide space for additional large courses lasting up to 2 weeks in duration with 4 iterations per year to accommodate additional INL Programs.

5 1. Our hotel does not offer shuttle service however we are walking distance to several shops and restaurants. Will this automatically opt us out?

2. We can accommodate most requests of 25 rooms/night however the requests for 50 or More sleeping rooms/night we would require several weeks' notice.

Would this prevent us from Biding?

3. For Classroom/Training Space Requirements, Please confirm a total of 1-2 breakout rooms + 2 small rooms for interviews will be needed for each training session?

4. Is the hotel expected to keep the space available at all times or will a Schedule of events be sent out in advance for Planning?

Shuttle services to and from the international airport is a requirement.

Yes, advance notice will be provided. We will try to give 30 day notice but there could be a time that we would not be able to, however, this will be coordinated in advance.

5. Do the students need their own room for meals? Or can they eat in our common area?

6. Regarding Rates, I understand you are looking for a all-in-one price per person. Do you have a rate budget you are looking to stay within per person per day?
