Shirts must display embroidered navy blue name tags with white lettering: one employee name tag (3½" x 1½") over the right breast pocket and one GLS corporate tag (4½" x 2½") over the left breast pocket. The contractor must perform initial measurements within 10 days of award, deliver uniforms within 4 weeks of measurements, and provide weekly pickup and delivery between 7:00 AM and 3:00 PM EST Monday through Friday. Repairs must return within 2 weeks and replacements within 3 weeks. The contractor submits weekly pickup/delivery reports within 5 days and conducts inventory reconciliation every 6 months. Normal wear and tear repairs and contractor-caused losses are at no cost to GLS, while GLS-caused losses are charged to GLS.

Performance Work Statement Great Lakes St. Lawrence Seaway Development Corporation
Uniform & Laundering Services
1.0 Background:
The Great Lakes St. Lawrence Seaway Development Corporation (GLS) is a wholly owned U.S.
Government Corporation within the U.S. Department of Transportation which owns and operates the portion of the St. Lawrence Seaway in U.S. territorial waters between Lake Ontario and Montreal, Quebec.
2.0 Mission/Purpose:
GLS has a requirement to contract with a qualified contractor to provide industrial uniforms to an estimated 80 GLS employees. The contractor will be required to furnish, launder, repair, and replace industrial uniform services on a weekly basis in Massena, NY.
3.0 Project Scope:
The Contractor shall provide all labor, equipment, transportation, and incidentals necessary to deliver Industrial Fire-Resistant (FR) Uniform clothing on a rent and clean basis. All FR garments must meet a fire rating of Arc Flash PPE Category 2, which requires 8 calories per square centimeter.
Uniform services shall include initial measurement and fitting, weekly delivery and pickup, laundering, repairs, replacements, and required reporting.
4.0 Requirements:
4.1 General
The Contractor shall provide FR uniform shirts and trousers comparable in durability, weight, and quality to Dickies brand or better. Required color is navy blue. If unable to provide navy blue – the awarded vendor shall propose an alternate color to the Contracting Officer’s Representative (COR).
Uniform services shall be provided for approximately eighty (80) employees at the following locations:
1. GLS Maintenance Base- 251 Fregoe Rd, Massena NY 13662.
2. North Side of Eisenhower Lock- 190A Barnhart Island Road, Massena NY 13662.
3. North Side of Snell Lock- 145 Snell Lock Road, Massena NY 13662.
Deliveries and pickups must occur weekly. Deliveries shall be brought on hangers and placed in alphabetical order by employee last name at all three locations.
4.2 Initial Measurements
The contractor shall perform initial measurements for all employees. Initial measurements shall take place no later than ten (10) days after award at GLS Maintenance Base, 251 Fregoe Rd, Massena NY 13662.
Within ten (10) days of award, the Contractor shall provide representative uniform samples of the proposed items for Government review and verification of compliance with contract requirements.
Samples will be used for verification purposes only.
Delivery of uniforms, hanger holders, and one soil bin per location shall be no more than four (4) weeks after initial measurements.
4.3 Shirts:
Each employee shall select and receive eleven (11) shirts in any combination of short or long sleeve.
Shirts shall have the following characteristics:
Fire Resistant, stay-press with soil release qualities, industrial type, navy blue, shirt tails, button closure (snap closures will not be accepted), convertible collar, two (2) patch pockets located on left and right breast without closures, and one (1) pencil pocket located on left breast pocket.
4.3 Trousers:
Each employee shall receive eleven (11) pair of trousers.
Trousers shall have the following characteristics:
Fire Resistant, stay press with soil release qualities, industrial type, fly closure, carpenter style with a minimum of the following: two (2) slash pockets located on left and right sides; two (2) slit pockets located on left and right hip with buttonhole on left hip pocket; seven (7) each two inch (2") high belt loops located on reinforced waistband, full cut, and straight legs without cuffs.
Flex-Waist trousers may be offered as an optional item, if available. FR, stay press with soil release qualities, industrial type, fly closure, carpenter style with a minimum of the following: two (2) slash pockets located on left and right sides; two (2) slit pockets located on left and right hip with button hole on left hip pocket; seven (7) each two inch (2") high belt loops located on reinforced waistband, full cut, and straight legs without cuffs.
4.4 Name Tags:
The awarded vendor shall include name tags on employee’s shirts. One (1) employee name tag shall be affixed over the right breast pocket of each shirt (i.e. first name only on total of 11 shirts per employee), one (1) Great Lakes St. Lawrence Seaway Development Corporation tag shall be affixed over the left breast pocket (2 lines) on each shirt (total of 11 shirts per employee). Both tags shall be Navy Blue color with white lettering and trimmed in Navy Blue. Lettering shall be embroidered. Employee name tag shall be size 3 ½" x 1 ½" and Great Lakes St. Lawrence Seaway Development Corporation name tag shall be size 4 ½" x 2 ½". Silk screen will not be accepted.
4.5 Maintenance:
All clothing shall be repaired in a like-new fashion. Clothing which cannot be repaired will be replaced with new clothing.
The Contractor shall furnish weekly pickup of clothing requiring repair or replacement, with a return to the GLS within two (2) weeks for repair and within three (3) weeks for replacement.
Clothing damaged due to normal wear and tear will be repaired or replaced at no cost to GLS. Normal wear and tear damages include broken zippers, ripped pockets, missing buttons, torn or busted seams, and holes <3 inches in diameter.
Clothing lost due to contractor error will be replaced at no cost to GLS. Clothing lost due to GLS error will be replaced at cost to GLS. Inventory will be tracked by weekly reports, random spot checks, and inventory counts by both GLS and Contractor staff every 6 months.
Clothing damaged outside of normal wear and tear parameters will be repaired or replaced at cost to
GLS.
4.6 Reports:
The Contractor shall submit weekly pickup/delivery reports detailing employee name, location, and quantities of clean and soiled items. Reports shall be sent to the Contracting Officer’s Representative (COR) no more than 5 days after pickup/delivery.
4.7 Turn in Procedures
Upon notification by the Government that an employee has provided notice of separation or is no longer authorized to receive uniforms, the Contractor shall coordinate with the COR to retrieve all issued uniform items assigned to that employee prior to the employee’s separation date, when practical.
The Contractor shall update inventory Records to reflect the employee’s status and reconcile all issued uniform items within (10) business days of retrieval. The Contractor shall notify the COR of any missing or unreturned items identified during reconciliation.
5.0 General Conditions
5.1 Period of Performance
The period of performance will consist of a 12-month base year and three (3) 12-month option years.
Period of Performance Base Year March 24, 2026 – March 23, 2027 Option Year 1 March 24, 2027 – March 23, 2028 Option Year 2 March 24, 2028 – March 23, 2029 Option Year 3 March 24, 2029 – March 23, 2030
5.2 Place of Performance
Weekly pickup and delivery shall occur between 7:00AM – 3:00PM EST, Monday through Friday at the following locations:
1. GLS Maintenance Base- 251 Fregoe Rd, Massena NY 13662.
2. North Side of Eisenhower Lock- 190A Barnhart Island Road, Massena NY 13662.
3. North Side of Snell Lock- 145 Snell Lock Road, Massena NY 13662.
5.3 Federal Holidays
GLS facilities will be closed on federal holidays. If a scheduled delivery falls on a holiday, the contractor shall adjust delivery to an alternate day and provide prior notification to the COR.

Holidays that fall on Saturday are observed on the previous Friday. Holidays that fall on Sunday are observed on the following Monday.
5.4 Facilities
GLS will provide access to all required areas to complete the requirements of this contract.
5.5 Contracting Officers Representative (COR)
The Contracting Officer’s Representative (COR) monitors all technical aspects of the contract and assists in contract administration. The COR ensures that the contractor performs the technical requirements of the contract, performs inspections necessary in connection with contract performance, maintains written and oral communications with the contractor concerning technical aspects of the contract, and monitors contractor performance.
6.0 Additional Submittals
6.1 Deliverables
