Project Title Deschutes National Forest Boat Dock Replacement (Crane Prairie)

General Information

1.0 Background and Purpose

The Deschutes National Forest has need for the replacement of the boat docks located at the Crane Prairie Boating Site. New docks should consist of approximately 6-8 6’x20’ boat dock sections (“Transient Floats”), and coinciding equipment/fasteners to anchor docks in the water. This to include cables/chains and concrete anchors (“Deadmen”) or means of attachment to existing “Piling”.

Boat dock sections are to be of a standard and interchangeable design as to be used in any variation/location throughout the forest.

This dock should also include any hardware to affix to existing bulkhead (“Abutment”) or include an associated aluminum gangplank (“Gangway”) to be used in conjunction with the new dock sections if needed. All docks and gangways are to adhere to those applicable guidelines as stated in Attachments A and B. All materials to be delivered and installed at the Crane Prairie Boat Site Located at Lat./Long. (43.7978105, -121.7612765). Deschutes National Forest Supervisors office located at 63095 Deschutes Market Road Bend, OR. 97701..

2.0 Definitions

Abutment A cast-in-place block of concrete that provides pedestrian access to a boarding float or gangway.

Deadman A heavy anchor used to tie or cable floating structures to, ensuring they stay immobile and secure. Can be used in lieu of pilings.

Gangway A bridge-like structure with a variable slope that provides pedestrian access between a land connection and a transient float.

Pile A slender steel or wood member driven into the ground and used to maintain horizontal position/location of a float by resisting an applied lateral load or to support an axial load of a pier.

Piling A collective term for a group of piles.

Transient Float A platform-type floating structure secured by piling or deadmen that provides short-term tie-up, usually for larger cruising boats. Upland access is provided via a gangway.

Contractor Requirements

3.0 Technical Requirements

Dock Sections All dock sections shall be in alignment with Forest Service Outdoor Recreation Accessibility Guidelines as well as Oregon State Marine Board Design Guidelines for Recreational Boating Facilities as laid out in Attachments A & B. Dock sections, or “Transient Floats” shall be 20’ in length and 6’ wide. The frame of each dock section should be constructed of a minimum of 4”x 8” Douglas Fir timbers (or equivalent). Each dock section should have a minimum of 3 floats per section. Floats should be 96”x 48”x 16” Polyethylene HDPE floats (or equivalent). The deck of each dock section should be constructed of Thru-Flow panels (or equivalent).

Each dock section should also have a 2”x 6” Composite boards lining the outside edges of the dock to act as a bumper for ADA compliance. A minimum of 4 ea. 8” galvanized cleats should line each edge along the top of composite bumpers (8 total tie points per dock section). Each dock section should be equipped with consistent male/female mounting hardware/couplers to allow additional dock sections or gangplanks to be attached to either end of the section. Dock sections should also have hardware/attachment points to allow for the attachment of chains/cables for anchoring. The above requirements are in alignment with boat docks already existing on the forest. This is a proven design and will provide consistency across the forest.

Anchors/Deadmen All equipment shall be included to anchor each dock section securely in the water, without the use of pilings. This should include all concrete anchors and associated chains/cables to affix the dock to the anchors. Chains/cable fasteners should allow for the adjustment of length depending on changes to water levels.

Gangways

All gangways shall be in alignment with Forest Service Outdoor Recreation Accessibility Guidelines as well as Oregon State Marine Board Design Guidelines for Recreational Boating Facilities as laid out in Attachments B & C. Gangways shall have an aluminum frame construction.

4.0 Deliverables/Schedule

Performance Period starts September 1st, 2024 and ends October 31st, 2024.

3.5 Reports Within 5 working days of installation

and project completion, the contractor shall submit an after-action report to the COR so that final walkthrough can be completed.
