The solicitation seeks a qualified vendor to provide comprehensive police K9 training services, including patrol and detection training that meets California Peace Officer Standards and Training (POST) certification requirements. Proposers must demonstrate at least ten years of experience training police K9s, have a minimum of five years as a K9 handler with a POST-certified California Law Enforcement Agency or U.S. Military Department, and show commitment to industry development through conferences, training, or organizational memberships.

The proposal requires extensive documentation, including a transmittal letter with proof of California business licensure, key personnel resumes, small business participation forms, insurance affirmations, and references. Proposers must also submit multiple forms and certifications, including Small Business Preference (Form A), Disabled Veteran Business Enterprise Declarations (Form B), and various state-specific certifications such as Non-Collusion Affidavit, California Civil Rights Laws Certification, and Economic Sanctions Certification. The document outlines specific requirements for K9 training, including the ability to train service dogs per California State Parks' policy, provide K9 decoy training, and demonstrate extensive experience in patrol tracking and training exercises.
