About this file
Attachment A is a Minimum Mandatory Requirements document for an Invitation for Bid (IFB) issued by University of Utah Health, seeking a vendor to provide member welcome call and text message services. The document outlines six critical mandatory requirements for potential vendors, including the ability to receive member intake lists via Excel spreadsheet, automate pre-recorded phone calls with integrated surveys, provide detailed call reporting, schedule calls at predetermined times, manage callback schedules, and modify pre-recorded messages within fourteen days of request. The requirements will be evaluated on a pass/fail basis, and vendors unable to meet all six requirements will be deemed non-responsive and excluded from further evaluation.
The solicitation is specifically focused on electronic communication services for the Health Plans department, with University of Utah Health reserving the right to review proposals and potentially not enter into an agreement. The document emphasizes precise vendor capabilities in automated member communication, requiring comprehensive reporting capabilities that track call outcomes such as message delivery, member interactions, call attempts, and follow-up protocols. Vendors must demonstrate technical flexibility and rapid response capabilities in message management and communication tracking, with the ultimate goal of effectively welcoming and engaging new health plan members through automated communication channels.
