This two-step solicitation process requires qualified design-build firms to submit initial statements of qualifications by January 12, 2026, with shortlisting anticipated on March 3, 2026. A pre-submittal conference is scheduled for December 15, 2025, with a question submission deadline of December 22, 2025. Shortlisted firms will be invited to submit detailed technical and price proposals. The successful contractor must achieve substantial completion within 640 calendar days from the Notice to Proceed, with liquidated damages assessed at $6,600 per calendar day for delays beyond substantial completion and $3,300 per calendar day for final completion delays.
Respondents must be registered in Florida and possess a Design Build Firm certification, with demonstrated experience on at least two similar government projects valued at $5,000,000 or more within the past ten years, along with proof of insurability and bondability. Insurance requirements include $3,000,000 commercial general liability, $1,000,000 automobile liability, $5,000,000 professional errors and omissions coverage, and $1,000,000 pollution/environmental liability. The project's estimated total cost is approximately $9,013,719.40, with funding allocated through Greater Orlando Aviation Authority Bond Series (GARBS) at $17,400,000. Shortlisted firms must submit a proposal guaranty equal to 10 percent of their total price proposal, and the successful contractor must provide performance and payment bonds equal to the total proposal price.
