About this file
This is a Mandatory Features Checklist for Orange County, Florida's Request for Proposals (Y26-151) for Medicare Supplemental Plans and Medicare Part D Employer Group Waiver Plans, effective January 1, 2027. The checklist establishes seven mandatory requirements that proposers must satisfy to remain eligible for consideration. Sealed proposals are due by 4:00 PM EST on May 7, 2026 (with a noted deadline extension to June 11, 2026), submitted exclusively through the OpenGov e-Procurement Platform. The contract term is three years commencing January 1, 2027, with two optional one-year renewal periods. The solicitation seeks qualified insurers to provide fully insured group coverage for county retirees and Medicare-eligible dependents across five Florida counties: Orange, Brevard, Osceola, Seminole, and Volusia.
Proposers must demonstrate minimum financial strength ratings of A or above from A.M. Best (Class X or higher), with ratings of A- being insufficient. All plans and premiums must be currently approved by the Florida Office of Insurance Regulation for the 2027 contract year, or proposals will be accepted using 2026 approved rates. Proposers must interface with the County's Third Party Administrator, Wex Health, Inc., for enrollment, eligibility, and premium functions, and must accept monthly premium payments on a group billing basis. Additional mandatory requirements include submission of all exhibits and attachments as specified in the proposal format section and agreement to cancel retiree coverage only for non-payment following an applicable grace period. The checklist serves as a gatekeeping mechanism whereby any proposal indicating a "No" response to any mandatory feature will be removed from consideration.
