About this file
Attachment A is a detailed Request for Information (RFI) document from the Washington State Department of Corrections (DOC) seeking qualified vendors to provide electrolysis and laser hair removal services for incarcerated individuals receiving gender dysphoria treatment. The document outlines comprehensive requirements for service providers, specifically focusing on electrolysis services for transgender individuals preparing for gender-affirming bottom surgeries and facial/body hair removal. DOC anticipates serving 10-25 individuals annually and is open to both on-site services at DOC facilities and off-site services within 50 miles of facility locations.
The RFI requires vendors to demonstrate professional credentials, experience with transgender patients, treatment capabilities, and service capacity. Vendors must meet specific prerequisites, such as membership in professional electrology associations, state licensing, or certification through recognized bodies like the American Electrology Association. Pricing details are to be submitted on an hourly or per-treatment basis, with vendors expected to describe their exact charging structure, number of providers involved, and any additional billable expenses. The document emphasizes the importance of professional experience, with a preference for providers who have prepared at least five patients for surgery and can document comprehensive treatment plans and surgical readiness assessments.
