Attachment A: Funding Strategy Formula
The funding strategy aims to distribute these funds in a transparent, data-driven way that ensures that they are available to areas with the greatest need. Funding for Component A will be allocated by strategy based on the funding available for each strategy, based on a formula that establishes a funding floor and then allocates the remainder based on the size of the entire population served by the recipient, with an adjustment for community vulnerability, based on the
Census Bureau’s Community Resilience Estimate (CRE). This adjustment serves to help direct additional resources towards areas with greater need, and recipients are encouraged to adopt similar principles when allocating funding within their coverage areas or jurisdiction. Statewide recipients’ population sizes (and thus awards) will be adjusted to remove the populations of any funded countywide and citywide recipients within those statewide recipients.
Strategy A1: Workforce
All recipients may receive Strategy A1 Workforce funding. For Strategy A1, CDC determined a base amount and floor of $2,500,000 and ceiling of $150,000,000. This section below lays out steps and provides an example for how to calculate this estimate.
Funding Strategy Application Steps:
The following table outlines the steps to calculate funding estimates for Strategy A1 Workforce funding. The following estimates are provided to assist in these calculations:
• Total population for all eligible jurisdictions is estimated at 335,494,224
• Total population with 3 plus risk factors as estimated through the CRE as a percentage of all eligible jurisdictions is estimated at 73,217,383.11
• Total Funding (without the base amounts) is estimated at $2.7225B

Funding Strategy Application Example:
Below is an example calculation using the funding strategy described above. Eligible jurisdictions that apply will be able to receive funding to complete their noted activities based on a base funding amount, an estimate based on their population, and a community vulnerability adjustment:
Base Funding Amount:
A base funding amount or a minimum level of funding that every recipient should receive to meet the grant objectives, by strategy ($2.5M per applicant)
Base funding for each jurisdiction = $ 2,500,000
Step 3: Determine if there are entities within my area or jurisdiction that might be eligible to apply?
For Example:
• Eligible Counties and Cities within a State will apply
• Eligible Cities within a County that will apply
Step 4: Adjust population size by subtracting population of other eligible jurisdictions from step 3
= PA
• States with eligible Counties also applying:
Funding based on the population size of the State minus the population size of the eligible County jurisdiction that is also applying
• Counties with eligible Cities also applying:
Funding based on the population size of the County minus the population size of the eligible City jurisdiction that is also applying
Step 5: Apply weighted percentage to population
= PF
PF = PA* Population Weighted Percentage*Total Funding
Total Eligible Population (335,494,224)
Step 6: Determine what my area’s CRE+3 Risk
Factors
= CRE
CRE data can be found at Community Resilience Estimates Datasets
(census.gov)
• States and Counties can find CRE percentages for 3+ Risk Factors listed directly within the data
• Cities should use the average percentage for 3+ Risk Factors from the census tracts contained within the city
• Territories and Freely Associated States can use an inputted estimate of 34.38
Step 7: Apply weighted percentage formula to
CRE
= CR
CR = (CRE/100) * Eligible Population *CRE Weighted Percentage *Total funding total jurisdictions CRE (73,217,383.11)
Step 8: Calculate the
Estimated Funding
Amount
BF + PF + CR = Total Possible Allocation https://www.census.gov/programs-surveys/community-resilience-estimates/data/datasets.html

Population Funding Estimates:
A weighted percentage (50%) of total funding ($2.7225B without base funding amounts) will be applied based on each jurisdiction’s population as a percentage of all funded jurisdictions
(estimated as 335,494,224).
Community Vulnerability Adjustment Estimates:
A weighted percentage (50%) of total funding ($2.7225B without base funding amounts) will be applied based on each jurisdiction’s population with 3+ risk factors as estimated through the
CRE as a percentage of all funded jurisdictions (estimated as 73,217,383.11).

Strategy A2: Foundational Capabilities
All recipients may receive Strategy A2 Foundational Capabilities funding. For Strategy A2, CDC determined a base amount and floor of $250,000 and ceiling of $8,000,000 that will be awarded on an annual basis as funding allows. This section lays out steps and provides an example for how to calculate this estimate.
