About this file

The provided document contains instructions and requirements for the laboratory testing services contract sought by the Illinois Environmental Protection Agency (IL EPA). The contract is intended to establish a vendor or vendors to provide sample analysis for a variety of environmental media, including air, land, and water, using specified EPA analytical methods. The vendor must review the test requirements, reporting limits, and EPA methods for each environmental media and confirm their ability to meet the needs. If any tests cannot be performed in-house, the vendor may utilize a subcontractor, but must provide signed statements from the subcontractor confirming their capabilities. The contract is intended to be utilized on an as-needed basis when the IL EPA's own laboratory is unable to perform the necessary analyses.

The contract does not specify any set quantities or award dates but notes that it will be awarded through the state's BidBuy electronic submission system. The term of the contract is not provided, but the document indicates the IL EPA may require the services on an ongoing basis. Pricing terms, set-asides, incumbent information, and funding sources are not detailed in the provided document.

Instructions
This document contains the tests, reporting limits, and EPA methods that the IL EPA may require during the course of this contract. The Vendor must review each tab and certify if their laboratory is able to meet the requirements by marking "YES" or "NO". Vendors who are unable to meet the requirements for all of these tests may choose to use a subcontractor for some tests. If a subcontractor will be used, the Vendor must indicate that and the subcontractors name in the appropriate field. The Vendor must provide a signed statement from the subcontractor(s) that certifies they can meet the requirements for the test(s) in question. Vendors must confirm if the listed EPA method will be used or if another method will be used.

Note: Vendor and subcontractor(s) must use the Approved method listed for each analyte, or another EPA-Approved method capable of achieving listed reporting limits, and be accredited by the Agency's Illinois Environmental Laboratory Accreditation Program (IL ELAP).
