About this file

This document contains questions and answers related to a solicitation (Invitation for Bid 24-532EPA-LAB53-B-39671) issued by the Illinois Environmental Protection Agency (IL EPA) for laboratory testing services. The solicitation seeks a vendor to provide sample analysis for a variety of environmental samples, including organic, inorganic, and biological analyses, to be utilized on an as-needed basis when the IL EPA's laboratory is unable to perform the necessary analyses. The solicitation does not have a specific Business Enterprise Program (BEP) or Veteran Business Program (VBP) goal, but the utilization of accredited BEP and/or VBP vendors is strongly encouraged.

The document addresses various clarifications and questions related to the pricing structure, acceptable test methods, and contract requirements. It specifies that a new pricing document has been created to remove the weight and price columns, and pricing will be reflected in the "total" column. The document also clarifies that only drinking water methods are needed for the analyses, and that Method 533 is the required method for PFAS analysis in drinking water, while Method 1633 would be accepted for groundwater PFAS analysis.

Questions and Answers

Buyer: Andrew Shackelford Title: 24-532EPA-LAB53-B-39671

1.You have 3 columns for pricing, Price, weight and Total; are we to complete all three prices. If so what is the difference between the three columns?
A:A pricing document has been created and attached to this amendment. The new document removes the weight and price columns. Pricing will be reflected in the “total” on the new document. Please see the new attachment called, “Laboratory Services Pricing document.”
2.Weighted 28 day price for VOC with a 14 day hold time does not make sense, if a price is give under this column do hold time not matter?
A:Per section 2.5.2.1 of the IFB, a fourteen (14) day turnaround time (TAT) will be compensated based on one and one eight (1 1/8) of the 28-day core item bid price provided in the Pricing document.
3.There are methods listed, three are for drinking water, if we test for these compounds using a method other than drinking water can we provide a price.
A.Only drinking water methods are needed for these analyses.
4.When you list the matric as water but list a SW 846 method does this mean that they are not waste water, waste water should be analyzed by Standard Methods or EPA methods?
A.It means they are waters of the state (surface or groundwater).
5.Attachment A – Pricing Sheet, lists EPA Method 537.1 in soil. EPA Method 537.1 is only allowed to be used for the analysis of drinking water. Is the matrix drinking water or if the matrix is soil, will other PFAS method such as 537M or 1633 be accepted?
A.Method 533 is now the required method and to be used in the analysis of drinking water. 1633 would be accepted for ground waters (including PFAS).
6.The solicitation suggests a BEP and VSB Utilization goal (page 16 – State of Illinois Invitation to Bid). Are bidders encouraged to team with BEPs or VSBs subcontractors as a part of the State of Illinois’ BEP/VSB goal?
Although there is not a Business Enterprise Program goal (BEP goal) or Veteran Business Program (VBP) goal, the utilization of accredited BEP and/or VBP vendors is strongly encouraged.
