About this file
This is a certification document issued by the South Carolina Department of Transportation (SCDOT) dated September 9, 2020, establishing conflict of interest provisions for contractors and consultants participating in a Right of Way Acquisition project. The document requires authorized representatives of contracting entities to certify compliance with Section 57-1-350(G) of the South Carolina Code of Laws regarding SCDOT Commissioner conflicts of interest. The certification applies throughout the procurement and award process and remains an ongoing obligation through the end of the contract period.
The certification mandates that no member of the SCDOT Commission may hold a direct or indirect interest in the proposal, bid, or any resulting contract, franchise, privilege, or benefit related to the project during their term of appointment and for one year thereafter. This restriction extends to all subcontractors, consultants, vendors, suppliers, and agents of the primary contractor or consultant. Contractors and consultants must provide a signed certification with printed name, date, and title confirming their understanding and commitment to these provisions as a condition precedent to contract execution.
