About this file

This Amendment 1 document pertains to a fixed-price bid solicitation issued by the South Carolina Department of Transportation (SCDOT) Procurement Office for Right of Way Acquisition services. The solicitation, numbered 5400026680, was issued on March 28, 2024, with a submission deadline of April 4, 2024, at 2:30 PM through the online portal at http://www.procurement.sc.gov. The deadline for submitting questions was March 26, 2024, at 12:00 PM. A single copy of the offer is required, and no pre-bid conference or site visit is applicable to this solicitation. Award notification is scheduled for April 12, 2024. Offerors must submit a signed solicitation form and agree to hold their offer open for a minimum of thirty calendar days after the opening date. According to the questions and answers section, this procurement covers multiple projects with varying numbers of parcels and locations, and bidders are required to bid on all services per Section VIII of the solicitation.

The pricing structure includes a fixed rate of $300 per tract for right of way staking services. The amendment clarifies that no reimbursement for mileage, per diem, or hotel costs will be provided for projects located outside the Midlands region; these costs must be incorporated into the per-parcel pricing. The solicitation is not administered under SCDOT's Small Purchase Program through the Professional Services Contracting Office. Potential offerors must be registered with the State Vendor No. system and can be sole proprietorships, partnerships, corporate entities, tax-exempt corporations, or government entities. The procurement officer for this opportunity is Jon Baysden, reachable at 803-737-4832 or BaysdenJW@scdot.org.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM

QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE

BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE

QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE

POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE

CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING

PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT

AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.

[02-2A097-1]

QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.

1. Your email mentions Right of Way Exhibits preparation which we are very interested in. The cost spread sheet also shows right of way staking which we are prequalified for and interested in performing. Are we allowed to propose on both services?

You will need to bid on all per Section VIII of the solicitation.

2. The Small Purchase Program 23 CFR 172 summary on the SCDOT web site mentions 5 submittal requirements: (1. Name of PM, 2. Estimated costs, 3. Schedule, 4. Approach to work, and 5. RFP requested information.) It is our understanding that this selection is for potentially multiple projects with a varying range of number of parcels and locations. If true, requirement number 3, schedule would not apply. Please verify.

This is not under the small purchase program through SCDOT’s Professional Services Contracting Office

3. If a right of way staking project is located outside of the midlands will the SCDOT reimburse the consultant for mileage, per diem and hotel room costs in addition to the price per parcel amount of $300 per tract?

No
