About this file
Attachment A is a program requirements document for a web-based academic catalog management solution sought by Piedmont Technical College (PTC), a South Carolina state institution. The document outlines technical specifications and operational requirements that prospective vendors must address in their proposals. Offerors are required to indicate yes or no responses to twenty-three technical features, including web-based user interface capabilities, support for multiple browsers (Edge, Firefox, Safari, Chrome), security features such as role-based permissions and single sign-on functionality, directory integration options (LDAP, Active Directory, ADFS), SSL encryption, mobile device support, and deployment models (hosted, SaaS, VM platform, or stand-alone servers). The requirements also specify that the solution must demonstrate experience with higher education environments and compatibility with Ellucian's Banner system and Ethos API integration.
Beyond the technical feature checklist, vendors must provide detailed responses to comprehensive questions addressing eight major categories: security protocols and data protection measures; database storage and security practices; service level agreements and technical support parameters; system requirements and file limitations; single sign-on capabilities; physical security standards for hosting facilities within the continental United States; data ownership, usage rights, and breach notification procedures; and disaster recovery planning. Critical requirements include that PTC retain all data ownership rights, that all data be housed and processed solely within the United States, that vendors provide data in usable formats (CSV, Access Database, or Excel) upon contract termination at no additional cost, and that vendors comply with South Carolina state law regarding data breach notification regardless of their location. The contractor must also secure data using methods compliant with state standards and provide detailed disaster recovery plans to PTC's Chief Information Officer.
