About this file
This is an attachment outlining program requirements for a Web-Based Academic Catalog Management system procurement by Piedmont Technical College (PTC) in South Carolina. The document specifies technical features that offerors must address with Yes/No responses, including web-based user interface capabilities, support for current versions of major browsers (Edge, Firefox, Safari, Chrome), security authentication methods (secured log-in, role-based permissions, single sign-on, LDAP, Active Directory, ADFS integration), SSL certificate encryption, mobile device support, and deployment options (hosted, SaaS, VM platform, or stand-alone servers). Offerors must also demonstrate experience with higher education environments and integration capability with Ellucian's Banner system and Ethos API.
The requirements document establishes comprehensive specifications across eight categories: security protocols and firewall configurations; database storage and security practices; service level agreements and technical support parameters; system requirements including file storage limitations and browser compatibility; single sign-on authentication capabilities; physical security standards requiring facilities within the continental United States; data ownership and breach notification procedures governed by South Carolina law; and disaster recovery planning. Critical stipulations include PTC's retention of all data ownership rights, vendor responsibility for secure data retrieval and destruction upon contract termination at no additional cost to PTC, prohibition on third-party data sharing without written approval, and mandatory housing, transmission, and processing of all PTC data exclusively within the United States.
