About this file

Summary of Attachment A - RFQ for Arbitrage Rebate and Disclosure Services

This attachment outlines the scope of work for Events DC's request for qualifications to provide Arbitrage Rebate Computation and Municipal Continuing Disclosure Report Services. The contractor will be responsible for calculating arbitrage rebate obligations on municipal bonds issued by Events DC and preparing comprehensive municipal continuing disclosure reports required under federal securities regulations. The services encompass annual arbitrage rebate computations, yield calculations, investment tracking, and compliance reporting necessary to maintain Events DC's bond offerings' regulatory standing. The contractor must demonstrate experience with municipal finance compliance, knowledge of IRS arbitrage rebate regulations, and proficiency in continuing disclosure requirements under Securities and Exchange Commission rules. The engagement will require coordination with Events DC's finance department and potential interaction with bond trustees and financial advisors to ensure timely and accurate reporting throughout the fiscal year.

The contractor will provide these specialized financial compliance services on an ongoing basis, with deliverables typically due annually or as required by regulatory deadlines and bond covenants. The scope requires the contractor to maintain detailed records of bond-funded investments, calculate net proceeds, and identify any arbitrage profit that must be rebated to the federal government. The contractor must also monitor and report on any material events affecting the bonds' continuing disclosure obligations, ensuring Events DC meets all Material Event Notice filing requirements with the Municipal Securities Rulemaking Board. This is a professional services engagement requiring expertise in municipal bond administration and securities compliance rather than a product procurement.
