About this file
This is a specification document from the South Carolina Department of Transportation (SCDOT) for the supply of 5500-gallon CAPTOR Containment System tanks designed for brine or calcium chloride storage. The primary tanks must be constructed from HDPE using rotationally molded, one-piece seamless design with a hydrostatic design stress of 600 psi at 73 degrees, compliant with ASTM D 1998-06 standards. The secondary containment tank must have a minimum capacity equal to 115% of the primary tank in compliance with 40 CFR-264.193. Each tank includes specific fittings such as an 18-inch threaded manway with vented center cap, 2-inch PVC bulkhead fitting, 18-inch polyethylene mushroom vent with bug screen, and associated stainless steel hardware. The supplier must provide engineering services including pre-installation site visits to determine proper fitting locations, post-installation compliance verification, and emergency on-site support within 24 hours of notification. The contract term is for two years with polyethylene brine tank purchases.
Delivery timelines specify approximately 12 weeks from purchase order receipt to tank delivery, which includes molding, fittings layout, drawings, and wide load permit procurement for South Carolina delivery. Shipment pricing is based on full truckloads, with two tanks constituting a full load; SCDOT assumes responsibility for additional costs associated with single-tank deliveries. All field service costs associated with engineering support and site visits are included in the base tank cost. The supplier must reference the attached SCDOT Locations Spreadsheet for delivery destinations.

South Carolina Department of Transportation (SCDOT) is seeking the supply only of 5500 gallon CAPTOR Containment System Tanks.
Provide 5500 gallon CAPTOR Containment Systems and services per the following:
The primary tank shall be designed per ASTM D 1998-06 with a hydrostatic design stress of 600 psi at 73 degrees. The tank shall be rotationally molded one-piece seamless construction. The tanks shall have stratiform walls.
Both the primary and secondary tanks shall be molded with HDLPE using a 1.5 sg design.
The secondary containment tank shall have a minimum capacity equal to115% capacity of the primary tank in compliance with 40 CFR-264.193.
The tank shall have integrally molded lift lugs and tie-down lugs and shall be capable of being lifted into position as a unit.
The tank top shall be keyed to the containment tank to prevent rotation and shall prevent rain water from entering either tank.
All fitting gaskets shall be ¼” EPDM with a durometer of 40-50.
The CAPTOR shall include the following fittings:
(1) 18” threaded Manway with vented center cap
(1) 2” PVC bulkhead fitting in the top
(1) 18” Polyethylene Mushroom vent with 1/8” Bug Screen
(1) 2” PVC double 150# flange fitting, with PE encapsulated head 316 stainless steel bolts, and UFO between the primary and secondary tanks.
Immediately after receipt of an order, the supplier shall have their engineer visit the site as required to assist the site in determining the proper fitting locations for each tank. The engineer shall visit the site after the installation is completed to confirm its compliance with the manufacturer’s warranty requirements. The supplier’s engineer must be able to be on site within 24 hours after receiving a call regarding any problem with the installed tanks. The costs of these field services shall be included in the base cost of the tank.
Shipment Price – The shipment price will be based on a full load. The delivery of two tanks on a truck is a full load. SCDOT is responsible for additional shipment costs to deliver a single tank to a location.
Shipment Time – Tanks shall be delivered approximately 12 weeks after contractor’s receipt of the purchase order. The 12 week timeframe includes the tank moldings, fittings layout, initial and final drawings for tank production, and wide load permit for South Carolina delivery.
