About this file
The document is a Vendor Letter of Registration for a Pre-Proposal Meeting issued by Dunn County, Wisconsin, specifically for RFP #2025.06 regarding an Inmate Phone, Visits, Kiosks, and Tablet System. The pre-proposal conference is scheduled for August 26, 2025, at 9:00 a.m. at the Dunn County Law Enforcement Center, with a mandatory registration form requiring vendor representatives to provide personal details and contact information. Attendees are limited to three individuals per vendor, and photo identification is required for entry. The RFP seeks a comprehensive inmate telecommunications solution including twenty-three phone sets, twelve video terminals and information kiosks, two visitation phone sets, two video visitation terminals, and one hundred ten tablets with docking stations. Critical dates include a site visit on August 26, 2025, questions due by September 2, 2025, and proposals due September 29, 2025 at 2:00 PM CST, with a proposed contract term of five years beginning December 15, 2025, and options for two additional one-year renewals.
The procurement requires a turnkey solution to be provided at no cost to the county, with the vendor responsible for installation, maintenance, and ongoing service. The evaluation criteria heavily weight revenue sharing, with 40% of the scoring focused on commission payments from inmate calling revenue. The Dunn County Jail has a 160-bed capacity with a current average daily population of 84, and the system must be fully scalable, ADA compliant, and include backup power systems. The vendor must demonstrate substantial industry experience, provide web-based software with detention-grade equipment, and support capabilities for call recording, monitoring, fraud detection, and comprehensive reporting. While no specific budget is outlined, the revenue-sharing model suggests the vendor will generate income through inmate communication services, and the system must integrate with existing jail management systems.
