About this file
Addendum 1 for RFP #2025.06 is issued by Dunn County, Wisconsin for an inmate telecommunications system for the Dunn County Jail. The procurement seeks a comprehensive solution including twenty-three inmate telephone sets, twelve video terminals and information kiosks, two visitation phone sets, two video visitation terminals, and one hundred ten tablets with docking stations. The system must feature web-based software, detention-grade equipment, and capabilities for call recording, monitoring, and reporting. A mandatory site visit is scheduled for August 26, 2025, with questions due by September 2, 2025, and proposals due September 29, 2025 at 2:00 PM CST. The contract term is five years, beginning December 15, 2025, with options for two additional one-year renewals.
The RFP requires a turnkey solution to be provided at no cost to the county, with the vendor responsible for all installation, maintenance, and ongoing service. Evaluation criteria include a 40% weighting on revenue sharing, with the county receiving commission payments from inmate calling revenue. The jail has a 160-bed capacity with a current average daily population of 84, which may fluctuate based on potential housing contracts. The system must be fully scalable, ADA compliant, and include backup power systems. While no incumbent vendor is specified, the RFP requires integration with existing jail management systems. The system will be located at 615 Stokke Parkway Drive, Menomonie, WI 54751, with the vendor expected to generate revenue through inmate communication services.

2025.06 Question and Answer
1. Will the County allow for a proposal to present multiple pricing options for the County’s consideration?
i. Yes, the county will review different proposals for pricing options
2. The evaluation criteria in RFP section 3.4 allots 40% to “Revenue,” but there is no mention of rates charged to inmates and their friends/family in this category. Will rates be considered in the evaluation of the financial offer? What are the relative weights of rates and fees compared to revenue share? Will one be valued more highly than the other?
i. Yes, rates will be considered. The rates should follow guidelines and per minute pricing that the FCC regulates. The county will review revenue as a whole and not value weights of rates more highly than the other. Visits, tablet revenue, and phone call rates as a whole will be considered in total revenue share.
3. The FCC requires per-minute pricing on inmate calling. Please confirm that the County will prohibit any non-FCC-compliant pricing models, such as per-megabyte pricing?
i. We will prohibit any non FCC-compliant pricing models
4. After the first round of questions is answered, will the County accept additional questions if clarification is needed for any of the County’s responses?
i. Yes Reminder, bids are due September 29th, 2025 at 2:00pm Local Time Dunn County reserves the right to terminate the selection process at any time and reject any or all offers. The County shall not be liable for any pre-contract costs incurred by interested firms participating in the selection process.
