About this file
This document is a comprehensive Request for Proposal (RFP) Worksheet for Volusia County Government's self-funded group health plan administrative services in Florida. The RFP seeks to secure an Administrative Services Only (ASO) contract for group health plan benefits covering county employees, retirees, and COBRA participants, with an effective date of January 1, 2027. The county intends to award a single contract with an initial five-year term and the option for one subsequent five-year renewal, contingent on mutual agreement and county council approval. The scope of services includes chiropractic network, claims administration, an Employee Assistance Program (EAP), national supplemental network, managed prescription benefits, provider networks, and utilization management.
The worksheet details extensive requirements for potential contractors, including provisions for comprehensive health plan administrative services, network coverage, health management programs, pharmacy services, and reporting capabilities. Key evaluation criteria include the contractor's experience with similar large employer groups, financial stability, network breadth and quality, disease management programs, claims processing efficiency, and ability to provide customized health initiatives. The document requires detailed responses across seven sections: general information, plan design, network services, health management, financial services and reporting, pharmacy services, and integrated Employee Assistance Program services. Contractors must demonstrate capabilities in areas such as claims processing, provider network coverage, health risk assessments, case management, and regulatory compliance.
