About this file

This Brand Name Justification document details a procurement by the Department of Veterans Affairs National Cemetery Administration for irrigation components for the Dallas Fort Worth National Cemetery. The solicitation will acquire 49 irrigation parts, with 4 specific items (2 Pressure Regulator Valves and 2 Rotor Heads) requiring Rain Bird brand components to ensure system compatibility. The procurement will be posted on SAM Contract Opportunities as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with a competitive solicitation approach to determine price reasonableness. Market research included a Sources Sought notice that received responses from four small businesses, and queries to SAM, GSA, and SBA confirmed viable small business resellers of Rain Bird products. The justification emphasizes that the Rain Bird brand is critical because the existing irrigation system is engineered specifically to Rain Bird specifications, and switching manufacturers could incur additional maintenance and utility costs.
