About this file
This Brand Name Justification document details a procurement action by the Department of Veterans Affairs' National Cemetery Administration for irrigation components at the Dallas Fort Worth National Cemetery. The agency requires 49 specific irrigation parts, with 4 critical items (2 Pressure Regulator Valves and 2 Rotor Heads) specified as Toro brand, which are direct replacements for the existing irrigation system. The solicitation will be posted on SAM Contract Opportunities as a small business (SB) set-aside, with the Toro brand deemed essential to prevent service interruptions and avoid potential maintenance and utility cost increases from switching manufacturers. A Sources Sought notice was previously posted, receiving responses from four small businesses, and market research confirmed viable small business resellers of irrigation products. The procurement will be competitively solicited to determine price reasonableness, with continuous market research planned to identify comparable products for future requirements.
