Any information (classified or unclassified) pertaining to this contract shall not be released for public dissemination except as provided by the National Industrial Security Program Operating Manual (NISPOM) or unless it has been approved for public release by appropriate U.S. Government authority. Proposed public releases shall be submitted for review and approval prior to release to the appropriate government approval authority identified here with at least office and phone contact information and if available, an e-mail address. 13. SECURITY GUIDANCE
The security classification guidance for classified information needed for this effort is identified below. If any difficulty is encountered in applying this guidance or if any other contributing factor indicates a need for changes in this guidance, the contractor is authorized and encouraged to provide recommended changes; to challenge the guidance or the classification assigned to any information or material furnished or generated under this contract; and to submit any questions for interpretation of this guidance to the official identified below. Pending final decision, the information involved shall be handled and protected at the highest level of classification assigned or recommended.

| text: Access to classified information will be granted by the HQMC Security Manager/Assistant Security Manager as required for access to classified information or spaces located within a HQMC Space. IAW Federal Acquisition Codes 2005-19, Sept 17, 2009 - Subpart 52.2, Paragraph 52.204-9, Personal Identity Verification of Contact Personnel. PERSONAL INDENITY VERIFICATION OF CONTRACTOR PERSONNEL (SEPT 2007); (a) The Contractor shall comply with agency personal identity verification procedures identified in the contract that implement Home Security Directive -12 (HSPD-12), Office of Management and Budget (OMB) guidance M-05-24 and Federal Information Processing Standards Publication (FIPS PUB) Number 201. (b) The Contractor shall insert these clauses in all subcontracts when the subcontractor is required to have routine physical access to a Federally-controlled information system. Contractors will also adhere to all policy in the National Industrial Security Operating Manual (NISPOM), HSPD-12, DoD M-5200.01, SECNAV M-5510.30/36 and HQMC IPSP SOP. All classified work will be done at the Pentagon , other government facilities and contractor facility with the proper security permissions. Contractors can courier classified material from government site to government site and contractor facility with courier letters issued by HQMC Security Office. The Contractors will handle, safeguard, store, and protect all government equipment, information and property provided for contractor use in accordance to standard NISPOM, HSPD-12, DoD M-5200.01, SECNAV M-5510.30/36, and HQMC IPSP SOP policies and procedures. Government SIPRNET computers will be used to conduct classified work. The contractor requires access to the SIPRNET, a NATO awareness brief and Derivative Classification training is required. The SIPRNET contains NATO information and a NATO awareness briefing is required for everyone who needs access to the SIPRNET. The purpose of providing a NATO awareness briefing is to inform personnel how to protect NATO information in the event they come across it while on the SIPRNET. Contractor personnel shall attend the annual Security Briefing and complete all Security training requirements including but not limited to Orientation, Refresher, Marking, Cyber Awareness and Counterintelligence training. |
