Attachment A - Colocation Specifications Summary
This is a technical specifications document for the Illinois Department of Innovation and Technology (DoIT) and ICN (Illinois Century Network) colocation services procurement at the St. Louis Data Center. The specification details the physical and operational requirements for colocation space at either 900 Walnut Street or 210 North Tucker Street in St. Louis, Missouri. The contract seeks to establish a 10-year service agreement for data center colocation services to support DoIT Network Services and ICN operations. The specifications outline rack space requirements, power distribution needs, cooling capacity, security measures, physical access controls, monitoring systems, and environmental management standards that prospective vendors must meet to provide compliant colocation services.
The colocation specifications establish technical and operational performance standards including redundant power systems, adequate cooling infrastructure to maintain specific temperature ranges, fire suppression systems, 24/7 facility monitoring, restricted physical access with badge entry systems, video surveillance, backup power generation capacity, and regular maintenance protocols. Vendors responding to this solicitation must demonstrate their facility's ability to meet these technical specifications to ensure reliable, secure hosting of the state's critical network infrastructure. The specifications emphasize compliance with industry standards for data center operations and include requirements for disaster recovery capabilities, environmental monitoring, and documented procedures for facility management and emergency response.
